Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by the Executive Committee and is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). This post is located in UNEP/MLF at the Montreal duty station.

Under the overall guidance of the Chief Officer and general supervision of the Senior Administrative and Fund Management Officer, the incumbent will perform the following duties:

Responsibilities 1. Overall Information Technology Systems (ICT) infrastructure - Lead the development, maintenance and review of the ITC infrastructure at the MLF Secretariat; - Develop a proposal for an ICT master plan taking into account the current and future ICT needs at the MLF Secretariat taking into consideration overall ICT development in other UN and non-UN agencies; - Provide expert advice on complex systems analysis and design; identify the need for new ICT and/or modifications to existing systems and develop plans for feasibility assessment, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures; - Develop business case justifications and cost and benefit analyses for ICT spending and initiatives, preparation of annual cost estimates and budget proposals for ICT requirements; - Develop and implement ICT policies and procedures, including those for architecture, security, and disaster recovery, standards, purchasing and service provision; - Direct and participate in all hardware and software evaluations and assessments along with vendor contracts for maintenance of the ICT infrastructure. Make recommendations for purchasing all ICT requirements and monitor contract performance to ensure the full delivery of service detailed in such contracts; - Manage ICT staff including recruitment, supervision, development and evaluation; coach and direct ICT staff in operational activities to ensure compliance with goals, objectives and the approved budget.

2. Application system development and database management - Plan, direct and coordinate progress and performance of systems projects of significant importance to the MFL Secretariat which impact critical operations including inter alia county programme database; Inventory of approved projects database, project completion report database, multi-year agreement database; - Manage the identification, design and implementation of processes for data searching, mining and extracting, from various data sets, including documents and databases - Provide expert/technical advice on software application for the revamping of the MLF Secretariat’s website and coordinate the efficient management of all documents and databases including therein, ensuring that all design aspects are well-thought, control and security mechanisms are incorporated, in collaboration with relevant staff; - Analyze and create business intelligence visualizations in the context of the work of the MLF Secretariat using Microsoft Power BI and / or other analytic application tools; - Provide professional leadership and work direction to assigned application development team, and/or mentor and supervises the work of staff; - Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies; provide leadership on introducing technological changes; prepare various technical reports.

3. Information security management - Develop, promote, enforce, monitor compliance information security governance, policies, standards and procedures to meet the specific requirements of MLF Secretariat; - Provide expert advice on the security architecture and on the configuration of complex systems to avoid to the maximum extent possible, any disruption on the operation of the ICT infrastructure; - Direct and carry out regular and scheduled security penetration tests for systems and applications; - Direct scheduled risks assessments and improve risk management by introducing specific mitigation measures; - Coordinate and analyze the root causes of information security incidents; develop and introduce response to information security incidents as well as additional preventive controls and operational improvements; - Develop standards to validate the correct implementation of security controls before any systems is operational; implement an ongoing risk assessment programme targeting information security; and recommend methods for vulnerability detection and remediation, and oversee vulnerability testing. Performs any other duties as may be required.

    Education Advanced university degree (Master's degree or equivalent) in computer science, information systems or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area, is required.

    Experience in implementing IT solutions to optimize business processes is required.

    Experience in digital transformation, digital enterprise architecture and information security implementations is desirable.

    Languages English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another official UN language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
