Org. Setting and Reporting This post is located in the Business Support Services Unit (BSSU), which provides administrative, human resources and facilities support services to the Pension Administration and the Office of Investment Management of the United Nations Joint Staff Pension Fund. The Chief BSSU has a dual reporting line to the Deputy Chief Executive of the Pension Administration and the Chief of Operations in the Office of Investment Management.

Responsibilities Under the broad guidance of the Deputy Chief Executive of the Pension Administration and the Chief of Operations, Office of Investment Management, of the UNJSPF, the Chief BSSU:

•Provides guidance on the United Nations rules and regulations and those of the UNJSPF (Fund) to senior management and staff in relation to administration, human resources, training and development and facilities management matters. •Plans, organizes, manages and supervises the work of the Unit. •Ensures facilities are adequate, and issues are addressed in a timely manner at all UNJSPF locations. •Advises and leads on any facilities changes, redesign and space management. •Develops, monitors and implements human resources, training and development strategies, policies, practices and procedures to meet the Organization's evolving needs. •Advises senior management on all aspects of human resources policies, procedures and substance and provides proactive and innovative approaches to the delivery of human resources services as well as to strategic and policy issues. •Represents UNJSPF in sessions with staff, staff representatives and inter-agency bodies in relation to administration, human resources, and facilities matters. •Identifies recruitment needs and priorities, develops and implements recruitment strategies, and conducts targeted recruitment campaigns. •Monitors and ensures timely filling of posts in accordance with established policies and procedures. •Manges posts and positions to meet organizational needs and optimize capacity and resource utilization. •Approves the issuance of vacancy announcements, oversees and clears recruitment, promotion and placement submissions to appointment and promotion bodies. •Undertakes activities to improve the service delivery and efficiency of human resources, facilities, and those administrative activities under BSSU. •Represents UNJSPF as required on panels, boards or bodies. •Takes accountability and responsibility for the assigned delegation of authority. •Monitors and ensures the implementation of staff development and career support programmes. •Provides performance management advice to staff and management and assists with the implementation of the performance appraisal system (PAS). •Advises and counsels staff in respect of staff rights, responsibilities, code of conduct and any difficulties associated with work and entitlements. •Monitors staff welfare and identifies/proposes appropriate programmes or remedial action. •Monitors, mediates, advises, and acts on disciplinary, grievance, and harassment matters in accordance with established policies and procedures. •Manages and coordinates responses for MEU, UNDT and UNAT. •Facilitates workforce planning, staff development, space planning, and skills gap analysis activities. •Develops, manages and reports on performance indicators related to the Unit activities. •Monitors, reports and makes recommendations on filling vacant posts/positions and meeting gender equality and geographical diversity targets. •Manages, guides, develops, and trains staff under his/her supervision. •Fosters teamwork and communication among staff in the Unit and across the Organization. •Leads, manages or initiates activities to improve or develop the culture, collaboration, expertise and performance of the UNJSPF. •Supports change management initiatives across the Fund. •Undertakes other activities as required or assigned.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, management, human resources, social sciences, law or related area. A first-level university degree in combination with qualifying experience, may be accepted in lieu of an advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in human resources, administrative services or related areas is required.

Experience in administrating staff contracts, benefits and entitlements at the United Nations or a comparable international organization is required.

Experience in applying an organization’s human resources policies in complex cases, including responding to appeals (e.g. evaluation of administrative decisions, litigation in courts or tribunals) at the United Nations or a comparable international organization, is required.

Experience leading change, improvement or workforce planning initiatives is desirable.

Experience in developing policy or guidance documents is desirable.

Knowledge of procurement or facilities is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required; knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.

Special Notice The United Nations Joint Staff Pension Fund (UNJSPF) is an inter-agency body established by the United Nations General Assembly in 1949. The Pension Fund pays benefits in 17 currencies to about 80,000 beneficiaries who reside in more than 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.
