Org. Setting and Reporting This position is located in the United Nations Support Mission in Libya (UNSMIL) and is based in Tripoli, Libya. This position is located within the Office of the Special Representative of the Secretary-General in the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the supervision of the Head of Mission (HoM) or his/her delegated officer.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities The Chief of Staff (CoS) is responsible for ensuring the integrated and coherent functioning of the mission across all areas, components and locations. To that effect, the CoS oversees the core mechanisms and processes that enable the integrated delivery of the mission's mandate, in particular strategic and operational planning, policy coordination, senior-level decision- making and information management.

Within delegated authority from the Head of Mission (HoM), the Chief of Staff is responsible for the following functions:

I. General - Ensures the effective direction and integrated management of all the Mission's activities in line with the strategic vision and guidance of the HoM. - Oversees the internal management of the Mission on behalf of the HoM, including the development of advice on and promotion of policies on management issues. - Facilitates the translation of policy intent and high-level direction of Mission leadership into viable tasks and works with all Mission components to ensure their effective implementation. - Coordinates the reporting and management of substantive staff within the Mission and convenes regular meetings of Mission staff. - Oversees the activities of the Office of the Chief of Staff. - Serves as the focal point in the Office of the HoM for all sensitive personnel and management issues, as well as for contacts with the Office of Internal Oversight Services. - Oversees the recruitment of senior mission management appointments. - Serves as the Conduct and Discipline Focal Point on all matters relating to conduct and discipline issues in respect of all categories of personnel, including related recommendations on disciplinary or administrative actions. - Oversees the work of legal and the provision of necessary legal advice to the HoM as required. - Oversees and supports the work of the Staff Counsellor and Welfare Officer, ensuring periodic assessments and appropriate responses to staff stress and ensuring the active functioning of the Staff Welfare and Recreation Committee. - Oversees and supports the work of the Translation and Interpretation Unit.

II. Planning and budgeting - Oversees Mission-wide planning processes, ensuring coherence is maintained between mandated tasks, component plans/concepts of operations and United Nations-system-wide integrated planning processes (Integrated Strategic Framework), as required by policies, guidelines and best practices on planning, in particular the Integrated Assessment and Planning Process (IAP) and risk management, and incorporates mandated cross-cutting issues, such as gender mainstreaming; and, supervises and provides managerial guidance to mission planning staff to this effect. - Ensures the proper conduct of processes critical to the delivery of mandate implementation, particularly strategic planning, policy coordination and senior level decision-making. - Ensures a clear understanding between substantive priorities and support capacities and liaises with all components to advise and ensure the use of the best methods for achieving the objectives and priorities of the operation/mission. - Facilitates the translation of policy intent and high-level direction by Mission leadership into viable work plans, and works with components to ensure the implementation of those work plans. - Periodically reviews, with the mission leadership team, the delivery of component work plans, identifying necessary adjustments to mission plans and/or revised assumptions, as appropriate. - In coordination with the Chief Mission Support, ensures an integrated approach to the results-based budget process, including alignment with strategic and operational plans and adequate provisions to meet resource requirements, and oversees the process as it relates to substantive mission components.

III. Policy - Coordinates the development and implementation of cross-cutting and management policies among the various components of the Mission, and liaises with the United Nations Country Team on the same, when required, and in coordination with the ASG RC/HC, as appropriate. - Ensures that advice and information on cross-cutting issues is coordinated with all relevant components of the Mission prior to submission to the HoM.

IV. Reporting, communications and information management - Ensures effective functioning of coherent communications structures and systems, in particular between staff deployed in Tripoli, and oversees the effort to establish an archives and records management system in UNSMIL. - Oversees the implementation of knowledge management approaches throughout the mission, such as handover notes, after-action reviews and end-of-assignment reports.

Education Advanced University Degree (Master's degree or equivalent degree) in one of the following disciplines: international relations, political science, business administration, public administration, management, law, or related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in such areas as: political, social, civil, military, diplomatic or legal affairs; public or business administration; management or mission support is required.

A proven track record of leadership and management in multicultural settings, including coordination and supervision of interdisciplinary teams, is required.

Experience serving in a senior advisory or in a managerial capacity in a large international organization or field operation is required.

Experience in budget preparation and Results-Based budgeting, including defending the budget submission in front of the legislative bodies, is required.

Experience in operational planning and strategic analysis is required.

Experience in management and administration, in particular, organizational restructuring or setup and position repurposing and reclassification, is desirable.

Experience with the mobilization or management of voluntary funds is desirable.

Experience in conflict mediation or negotiation is desirable.

Relevant experience working in the Middle East or North Africa is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Arabic is desirable.
