Org. Setting and Reporting This position is located in the Office of Special Envoy of the Secretary-General for Yemen in Amman, Jordan. The Chief of Staff reports to the Special Envoy/Head of Mission.

Responsibilities Within delegated authority, Chief of Staff will be responsible for the following duties:

Management: •Ensures the effective direction and integrated management of all the Mission's activities in line with the strategic vision and guidance of the Special Envoy/Head of Mission (HoM); •Oversees the internal management of the Mission on behalf of the HoM, including the development of advice on and promotion of policies on management issues, including risk management; •Oversees and coordinate the mission’s overall budget preparation process and the implementation status of regular and other budgets in coordination with the Chief of Mission Support and others and ensures that the HoM be kept informed accordingly; •Facilitates the translation of policy intent and high-level direction of mission leadership into viable tasks, and works with components to ensure their effective implementation; •Directs and oversees core integrated processes and mechanisms that enable the integrated delivery of the Mission's mandate, including programme management, reform/change management, information management and crisis management; •Oversees the mission’s coordination with potential and existing donors undertaken by the Senior Peacebuilding Officer and others; •Under the direction of the HoM and within delegated authority, oversees and coordinates core integrated processes, mechanisms and management teams that enable the integrated delivery of the Mission’s mandate; •Holds the overall management responsibility for the staff working in the immediate Office of the HoM and for ensuring that the HoM receives the required support to carry out her/his functions; •Serves as the focal point in the Office of the HoM for all sensitive personnel and management issues, as well as for contacts with the Office of Internal Oversight Services and the Resident Auditor; •Interfaces with the Chief of Mission Support on all personnel matters, and oversees senior staff selection processes; •In coordination with regional CDU office, advises the HoM on all matters relating to conduct and discipline issues in respect of all categories of personnel, including related recommendations on disciplinary or administrative actions; •Ensures Mission’s compliance with United Nations gender policies, including standards on gender parity across Mission components; •Ensures the Mission has measures in place to uphold United Nations policies on sexual abuse and exploitation; •Ensures that managers across the Mission are counselling, mentoring staff and evaluating staff; •Liaises with all Mission components to advise and ensure the use of the best methods for achieving the objectives and priorities of the Mission in accordance with its mandate; •And performs other duties, as required.

Planning and budgeting: •Oversees Mission-wide planning processes, ensuring coherence is maintained between mandated tasks, component plans/concepts of operations and, where appropriate, United Nations-system-wide integrated planning processes and incorporates mandated cross-cutting issues, such as gender mainstreaming; and supervises and provides managerial guidance to Mission planning staff to this effect; •Ensures the proper conduct of processes critical to the delivery of mandate implementation, with regard to strategic planning, policy coordination and senior level decision-making; also ensures a clear understanding across all Mission components between substantive priorities and operational and support capacities; and liaises with all Mission components to advise and ensure the use of the best methods for achieving the objectives and priorities of the Mission in accordance with its mandate; •Facilitates the translation of policy intent and high-level direction by leadership of the Mission into viable work plans, and works with components to ensure the implementation of those work plans; •In coordination with the Chief of Mission Support, ensures an integrated approach to the results-based budget process, including alignment with strategic and operational plans and adequate provisions to meet resource requirements, and oversees the process as it relates to substantive mission components; •Periodically reviews, with the Mission leadership team, the delivery of component work plans, identifying necessary adjustments to Mission plans and/or revised assumptions, as appropriate; •Coordinates the development and implementation of cross-cutting and management policies among the various components of the Mission and liaises with the United Nations Country Team on the same, when required, and in coordination with the Deputy Head of Mission, as appropriate; •Ensures that advice and information on cross-cutting issues is coordinated with all relevant components of the Mission prior to submission to the HoM.

Reporting, communications and information management: •Ensures effective functioning of coherent communications structures and systems for engagement with United Nations Headquarters in New York; •Oversees mission-wide, integrated procedures and systems for information analysis and management, including intra-mission information sharing, reporting requirements, security classification, records management and publication of Intranet content; •Oversees the proper functioning of mission planning capacity; •Oversees the implementation of knowledge management approaches throughout the Mission, such as handover notes, after-action reviews and end-of-assignment reports.

Protocol: •In close consultation with the HoM and Chief Mission Support, facilitates discussions between the Mission and host government(s)/authorities on issues related to the Mission's functions; •Advises the HoM on protocol matters and supervises and provides guidance on the preparation and coordination of official visits.

Education Advanced university degree (Master's degree or equivalent) in international relations, political science, business administration, public administration, management, law, military studies or other related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in such areas as: political, social, civil, military or legal affairs; public or business administration; or management is required.

Management experience in multicultural settings, including coordination of interdisciplinary teams is required.

Experience in United Nations (or similar international organization) inter-agency/inter-departmental and/or operational planning and analysis is desirable.

Experience in preparing budgetary documents for the United Nations legislative bodies (or similar international organization) is desirable.

Experience in and/or familiarity with the workings of the United Nations (or similar international organization), including special political missions or peacekeeping missions, is desirable.

A minimum of two years of experience working in a civilian managerial capacity in a United Nations peace operation (or similar international organization) in a conflict or post-conflict setting is desirable.

Experience in United Nations peace operations in the Middle East and North Africa region, is desirable.

Experience in performing Chief of Staff functions is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
