Org. Setting and Reporting This position is located in the Procurement Division (PD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at Headquarters. The incumbent reports to the Director of Procurement Division.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including: other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes: the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Center, Umoja Coordination Service, Aviation Safety Section and the Enabling and Outreach Service.

The mandate of the Procurement Division is to provide responsive, effective, and quality expert procurement services and business advice to United Nations (UN) Headquarters, field missions, and other UN organizations, while achieving best value for money and ensuring a competitive, fair and transparent process in accordance with established regulations, rules and procedures.

Responsibilities Within delegated authority, the Chief of Service may be responsible for the following duties:

  • Manage the Service and coordinate the procurement works to support the activities of the Secretariat, peacekeeping operations and special political missions.

  • Direct and coordinate the work of the Service in the implementation of a responsive and coherent policy for procurement.

  • Establish priorities and set management performance goals for the Service.

  • Ensure that procurement activities are carried out in a timely and cost-effective manner following the Financial Regulations and Rules, as well as established procurement policy and procedures of the organization.

  • Develop procurement procedures and guidance to ensure a competitive, fair and transparent procurement on a wide geographical basis with clear lines of authority, accountability, responsibility and internal control mechanisms.

  • Ensure that the outputs produced by the Service maintain high-quality standards.

  • Review, negotiate and approve proposals to award complex and high value contracts on behalf of the organization.

  • Provide peacekeeping operations and special political missions with guidance on procurement policy and procedural issues, and conduct periodic reviews of procurement activities ensuring procurement processes are efficient and effective.

  • Review the requests for designation of procurement staff to perform the functions of Chief Procurement Officer, in the peacekeeping missions and special political missions, and recommend training of procurement staff serving the peacekeeping operations and special political missions.

  • Provide input for reports on procurement and procurement related activities and contributes to the presentation and deliberation of the reports at the Advisory Committee on Administrative and Budgetary Questions, Fifth Committee, and other policy-making organs, as appropriate.

  • Perform administrative tasks necessary for the function of Service, including: preparation of budgets and input for result-based budgeting, report on budget performance, performance appraisal of staff, interview and evaluate candidates for job openings, and train staff under his/her supervision.

  • Assist the Director in preparing the work programme of the Division, determine priorities, and allocate resources for the completion of outputs and their timely delivery.

  • Conduct procurement assistance visits and consultancy missions to the peacekeeping operations and special political missions.

  • Represent the Service at international, national or regional meetings and providing substantive expertise on procurement issues and have the ability to hold substantive discussion with representatives of Member States, other organizations within the United Nations system, vendors and other entities.

    Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, commerce, engineering, law, economics, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Professional certification such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or equivalent is desirable.

    Work Experience - A minimum of fifteen (15) years of progressively responsible experience in procurement or related functions, such as contract management, contract administration or logistics and supply chain management, is required.

    • At least seven (7) of the most recent fifteen (15) years must be direct procurement experience, including the management of large scale, complex and high-value international purchasing operations in an (public or private) international setting, is required.

    • Experience in managing various procurement categories is desirable.

    • Experience in making presentations to senior management, oversight bodies and external stakeholders is desirable.

    • Experience in budget preparation, monitoring and reporting is desirable.

    • Progressively responsible experience in supervising teams, including staff at various levels, is desirable.

    • Experience in the procurement processes and procedures of the United Nations, or similar international organization, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
