Org. Setting and Reporting This position is located in the United Nations Regional Office for Central Africa (UNOCA) in Libreville, Gabon. Libreville is classified as an “A” hardship duty station and a family duty station. The incumbent reports to the Special Representative of the Secretary-General and Head of UNOCA.

UNOCA covers the countries of the Economic Community of Central African States (ECCAS), namely: Angola, Burundi, Cameroon, Central African Republic, Chad, Republic of the Congo, Democratic Republic of the Congo, Equatorial Guinea, Gabon, Rwanda and Sao Tome and Principe.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

Management of the Political Affairs Section - Identify, analyze and monitor political developments and emerging issues with respect to the implementation of UNOCA’s mandate; assess implications and make recommendations to the Mission leadership on possible strategies, policies and other measures to address issues of concern. - Ensure regular, timely and high-quality reporting to the Mission leadership on developments and issues pertaining to UNOCA’s mandate; co-ordinate and oversee the preparation of reports, letters, statements and other documentation for submission to Headquarters and regional UN and non-UN-partners; Ensure that the outputs produced by Political Affairs Section (PAS) maintain high-quality standards, and that reports are clear, objective, factual and based on comprehensive verifiable data sources. Ensure that all outputs produced by PAS meet required standards, including relevant Security Council mandates. Ensure timely reporting of PAS activities to UNHQ. - Implement the operational activities related to the work of the office including fostering dialogue, understanding and cooperation between parties; building the capacity of national authorities and institutions, as well as inter-governmental and civil society organizations in the sub-region; - Incorporate an integrated approach that includes a rights-based dimension, conflict prevention sensitivity and a gender perspective throughout the Office's activities; - Plan, coordinate and manage programmes, projects and activities of the regional office and coordinate with other components of the Mission and entities external to the Mission as required; - Monitor and analyze information and data, managing, coordinating and supervising the preparation of analytical materials and assessments related to political, civil, social, economic and other developments in the region related to the implementation of the mandate; - Supervise, mentor, and evaluate staff within the Political Affairs Section; participating in selection of new staff for the Section; - Coordinate and formulate the programme of work of the Political Affairs Section.

Advice and Reporting - Identifies emerging issues at the regional level pertaining to the mandate; analyze implications and make recommendations on possible strategies and measures; propose plans of action for immediate and long range solutions to political problems in the region; - Coordinate the preparation of the Secretary-General's reports to the Security Council on the activities of the Mission as well as briefings to the Security Council and other similar documents; - Prepare various written materials, such as reports, statements, notes on meetings, speeches and briefing notes; and - Provide political advice to other components of the Mission and to other UN entities working in the region.

Liaison - Provide good offices on behalf of the SRSG at the regional level, as appropriate; and - Develops and maintains relations at the regional level with governmental officials, political actors and civil society organizations, as well as regional actors and organizations and the wider UN system, operating within the region. - Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, social science, Law, Public Administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience- A minimum of fifteen years of progressively responsible experience in political affairs, humanitarian affairs, human rights, diplomacy, conflict resolution, or a related field, is required.

- Experience working in an international organization or non governmental organization in a conflict or post-conflict setting, is desirable.

- Experience working on political and strategic issues in the Central African region, is desirable.

- Experience in program and project planning and implementation, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required.
