Org. Setting and Reporting This position is located in the Supply Chain Planning Service in the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Chief of Supply Chain Planning Service reports to the Director of the Logistics Division. The Department of Operational Support was established to provide operational advisory services to client entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on supply chain planning, logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Responsibilities Within delegated authority, the incumbent will be responsible for:

  • Leads, supervises and carries out the work programme of the Service under his/her responsibility. Coordinates the work carried out by different work units under the Service; provides programmatic/substantive reviews of the drafts prepared by others.
  • Formulates and implements the substantive work programme of the Service under his/her supervision by: i) Developing and implementing a supply chain planning framework; ii) Participating in the planning process of client entities, with particular attention to supply chain management areas, and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain management within the client entities. iii) Providing strategic review of standardization opportunities and guidance on demand planning, sourcing and delivery solutions in line with global supply chain plans. iv) Establishing the necessary processes to improve the organization's ability to better identify and anticipate clients' needs; including planning on a global scale and "rightsizing" resources to the requirements at hand to meet the evolving support requirements.
  • Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion.
  • Coordinates work in the different areas both within the Division, Office and Department, and with other organizations of the United Nations System, as appropriate, providing integrated planning business rules to all DOS supported entities on demand, source and delivery planning on an annual basis, deriving from consultations with the category managers.
  • Coordinates and oversees the preparation of reports for presentation to intergovernmental and oversight bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
  • Reports on supply chain planning functions to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate.
  • Ensures that the supply chain global demand plan is established and related outputs produced by the Service maintain high-quality standards; that reports are clear and maintained through the planning cycle, translating DOS clients' strategic and operational priorities into aggregated demand using the category management approach. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical balance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Service and across organizational boundaries by building strategic partnerships for contingency planning and emergency preparedness with Member States and other relevant entities within the United Nations Secretariat.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues including leading/facilitating change management process. Manages the substantive preparation and organization of such meetings or seminars including by developing the global supply chain plan through analysis, consolidation and establishment of entities' requirements and conducts reviews of missions' proposals to enable optimizing of resources.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Represents the Division at international, regional or national meetings.
  • Performs other duties as necessary.

    Education Advanced university degree (Master's degree or equivalent degree) in business or public administration, supply chain management, engineering, logistics, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in supply chain management is desirable. Certification in project management is desirable.

    Work Experience A minimum of fifteen years of progressively responsible experience in supply chain management, project management, logistics, or related field is required. At least five years of supply chain management experience in support of large complex field operations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is required. Experience in planning and developing supply chains in a complex, volatile setting is desirable. Experience in leading a change management initiative, programme or project is desirable. Experience in Enterprise Resource Planning (ERP) SAP supply chain planning modules within an international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
