Org. Setting and Reporting This position is located in the Financial Policy and Internal Controls Service (FPIC) of the Finance Division (FD), Office of Programme Planning Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Chief of Service will report to the Director of the Finance Division.

The Financial Policy and Internal Controls Service leads the Secretariat-wide implementation of the internal control framework, and adapts the internal controls and financial policies needed to ensure prudent management of resources within a framework of decentralized delegation of authority. The Service also works to enhance the quality of managerial information, using business intelligence tools, to provide data-driven financial management insights and increased efficiency for operations.

Responsibilities Formulates and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.

•Leads and supervises the work programme of the Financial Policy, Internal Controls and Master Data Management sections under the Service. •Provides leadership and direction for the strategy, workplan and roadmap for the implementation of the Statement of Internal Control. •Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. •Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in annual reports. •Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. •Assists the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery. •Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. •Recruits staff, taking due account of geographical balance. •Manages, guides, develops and trains staff under his/her supervision. •Fosters teamwork and communication among staff in the Service and across organizational boundaries.

General: •Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. Leads inter-departmental meetings and/or technical survey missions on matters related to the work of the Service. •Participates and represents the Finance Division, OPPFB and DMSPC in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions. •Represents the Secretary-General in meetings of legislative organs; represents OPPFB in inter and intra-departmental meetings. •Ensures the integrity of financial and management systems and the controls that underpin them. •Represents the Division at international, regional or national meetings.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or related area is required. A first-level university degree in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience A minimum of fifteen years of progressively responsible experience in financial management, budget, business administration or related field in an international or multi-national organization. Experience with providing substantive servicing to inter-governmental and expert review bodies is required. Experience with United Nations' or any similar international organization's financial systems, and operating within the institutional regulatory framework, especially the financial framework is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
