Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Chief of Service, Disarmament, Demobilization and Reintegration (Chief of Service, DDR) provides overall management of the DDR service, its programme, staff and budgetary resources.

The incumbent will be based in Bangui and reports to the Deputy Special Representative of the Secretary General (DSRSG).

Responsibilities Within delegated authority, the Chief of Service, Disarmament, Demobilization and Reintegration, will be responsible for the following duties:

  • Provides strategic and operational leadership as well as overall management of the DDR Service
  • Oversees and coordinates programmed activities, ensuring appropriate coordination and integration with the Mission’s general mandate and with all its components (e.g. political affairs, public information, civilian police, military component, logistic support etc.) and relevant UNCT programmes.
  • Serves as the DDR advisor to the Mission leadership, providing expert policy advice on issues related to DDR, how it interfaces with other areas of the Mission’s mandate implementation, and on the role and timing of DDR in the context of the peace agreement.
  • Provides strategic vision and guidance to the DDR Service and its staff.
  • Undertakes strategic planning and management of the implementation of the DDR programme.
  • Provides expert advice and assistance externally to the government and other entities on DDR policy and operations, and recommends appropriate actions.
  • Represents the unit at international, regional or national meetings.
  • Provides programmatic/substantive expertise and holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues
  • Manages the substantive preparation and organization of such meetings or seminars.
  • Ensures effective coordination of activities among international and national partners on DDR activities.
  • Advises the national disarmament, demobilization and reintegration commission and/or other national entities on matters of policy and provides periodic updates on the disarmament, demobilization and reintegration process.
  • Provides up-to-date information and effective communications on the status of the DDR process and programme to the international community.
  • Develops frameworks and policies to ensure the integration of civil society in the development and implementation of DDR programmes/projects, including Community Violence Reduction (CVR) programmes.
  • Develops resource mobilization strategy and ensures coordination with donors, including the private sector.
  • Manages and implements programmes with large annual budget, forecasts and tracks financial expenditures in close coordination with mission support personnel and ensures that assessed budgets from the General Assembly are planned and utilized in line with General Assembly policy on DDR.
  • Oversees the Service’s output to ensure that products meet UN high-quality standards, that the reports have clear objective and are based on comprehensive data and that they comply with the relevant mandates.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of work plans, budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical balance.
  • Manages, guides, develops, and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Service and across organizational boundaries.
  • Undertakes other duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law, management, economics, business administration, finance, economics, development or other relevant fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience A minimum of fifteen years of progressively responsible experience in international affairs, law, human rights, political affairs, DDR or other areas related to rule of law and security institutions, including in the planning and management of programmes/projects, is required. Experience in leading and managing a team, including in human resources management, administration, logistics, financial management, budget, or related fields is required. A minimum of 5 years of experience in the field of DDR of ex-combatants with specific focus on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery or related areas is desirable. A minimum of 1 year of experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

    Languages English and French are the working languages of the United Nations. For this position, fluency in oral and written English and French is required.
