Org. Setting and Reporting This position is located in the Internal Audit Division (IAD) of the Office of Internal Oversight Services (OIOS) and is under the supervision of the Director, IAD. The incumbent will be based in Geneva, Switzerland, and will oversee the team responsible for providing audit coverage to the United Nations High Commissioner for Refugees (UNHCR).

Responsibilities The Chief of Service, Audit will be responsible for the following:

•Coordinate and supervise the work programme of the UNHCR audit service •Develop an annual risk-based audit plan in consultation with the senior management of OIOS and UNHCR, the Board of Auditors (BOA), the Inspector General's Office (IGO) based in UNHCR, and the Independent Audit and Oversight Committee (IAOC) of UNHCR •Ensure the timely and effective execution of the audit plan, ensuring the efficient utilization, management and development of staff under his/her supervision •Maintain contact with the senior management of OIOS and UNHCR, the IGO, and the IAOC to discuss audit plans, audit results and client-related views and concerns •Coordinate and work closely with the UNHCR Controller and IGO, and liaise with the BOA to ensure appropriate coordination and complementarity on external and internal audits and inspections. The incumbent also keeps OIOS and IGO appraised on any irregularities encountered in the course of audits which could amount to staff misconduct •Take part in identifying resource requirements for the UNHCR Audit Service, including initiation of recruitment, assessments and assignment of staff, preparation of budgets, monitoring budget status, etc. •Oversee audit work and ensure that assignments are conducted in accordance with: (i) approved audit workplans and budgets; (ii) OIOS policies and procedures; and (iii) the International Standards for the Professional Practice of Internal Auditing followed by OIOS •Review draft and final audit reports and other audit-related documents, and provide sufficient guidance and supervision to the audit staff •Assist with establishing operating guidelines, internal audit manuals, lines of authority, and communicating work objectives and priorities of reporting •Represent the Service within the United Nations and other organizations as necessary, in relation to UNHCR audits •Carry out such other UNHCR-related tasks as may be assigned by the Assistant Secretary-General for OIOS

Education Advanced university degree (Master’s degree or equivalent) in auditing, finance, business administration, accounting, or closely related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or Certified Fraud Examiner (CFE) is desirable.

Work Experience A minimum of 15 years of progressively responsible experience in auditing is required, of which at least 5 years must be at the management level. Experience in audit of humanitarian and/or emergency operations is desirable.

Languages English and French are the working languages of the United Nations. For this post fluency in English is required. Knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.
