Reporting to the Director, Shared Service Center (SSC), the Chief of Security is responsible for :

  • Ensuring that UNOPS security support is included in all aspects of the programming process at regional and country office level as well as throughout individual project life cycles, from project identification, planning, budgeting, implementation monitoring, evaluation and project closure – with emphasis at pre-engagement;
  • Strengthening the security arrangements of UNOPS offices globally in line with UNSMS policies.

  • In addition to UNOPS global responsibilities, s/he will also be the UN Chief Security Adviser for Denmark in accordance with the UN Security Management System (UNSMS) Policy Framework.

Functional Responsibilities

The primary objective of the Chief of Security is to advise and assist UNOPS’ senior management, Practices, Groups, Regional offices, Country offices and UNOPS personnel globally on security related issues; to reduce the risk to UNOPS personnel and at the same time enabling UNOPS programme delivery throughout.

Under the direction and supervision of the Director, SSC the Chief of Security is responsible for the further development and review of UNOPS security policies, technical content and best practices, annual work plan, training, compliance with UNSMS policies, and effective administrative and operational support to field security operations.

Policy formulation and planning

  • Development, implementation and maintenance of the UNOPS Security Programme;
  • Clarifies, interprets and Lead the implementation of existing UN and UNOPS security policies as applicable;
  • Supervise the preparation of briefing notes for managers and personnel as required, and inputs to position papers from a security perspective;
  • Ensures effective and timely access of UNOPS managers to prescriptive content such as policy, risk management methodology, Security Risk Management Measures (SRM) and Residential Security Measures (RSM);
  • On behalf of the Director, coordinates the implementation of Business Continuity Plans in the field level;
  • Provides input on behalf of UNOPS to drafts of UNSMS security policies.
  • Keeps abreast of all security-related information as well as monitor international events in order to assess their security-related trends and implications on UNOPS operations and personnel;

Programming

  • Provide substantive advice to managers regarding the mainstreaming of security risk management and related costs into programmes;
  • Advises managers and field offices on inclusion of security as a factor in the UNOPS Regional and Country Programme Strategic Plan;
  • Addresses field office needs associated with programme, operations and premises towards compliance with UNSMS and UNOPS security policies.

Managerial Functions, Representation and Networking

  • Serves as UNOPS leader of the Security functions and sets the strategic direction of security management in UNOPS and facilitates its integration into corporate planning, programming and operations;
  • Coordinates with and provides technical leadership to UNOPS Field Security Advisers, Security Focal Points and other security designated personnel;
  • Acts as focal point for the United Nations Department of Safety and Security (UNDSS) and security sections of other UNSMS organisations; and
  • Represents UNOPS at senior representational levels in interagency forums for policy and decision making in the area of security.

UN Chief Security Adviser (CSA) for Denmark

  • On behalf of the Designated Official (DO), coordinates the UN security management system in Denmark, guided and supported by the DO, the SMT and UNDSS;
  • Prepares, maintains and updates the country-specific security risk assessment, security plan and related contingency plans;
  • Submits all mandatory reports in a timely manner to UNDSS;
  • Assists the DO and SMT in the further development of the UNSMS in Denmark;
  • Manages the UN Deputy Security Adviser, Security Associate and other members of the security team.

Field support

  • Provides strategic security technical advice to UNOPS management, Regional and Country offices on related security policies, best practices and risk management issues;
  • Tracks developing threats and related risks, reviews the impact of security factors and risk on UNOPS personnel, premises, assets, programme design and delivery, and provide timely recommendations to senior management and Regional and Country offices regarding effective risk mitigation measures, including possible UNOPS support needs and improvements;
  • Provides timely and accurate security advice and support to UNOPS offices in the field and follow up on their implementation;
  • Undertakes security support missions to the field as required;
  • Assists in the formulation and management of appropriate security-related requests from HQ and fields offices;
  • Addresses field office needs associated with program, operations and premises towards compliance with UN and UNOPS security policy and security operating standards to ensure effective response;
  • Provides advice on selection and procurement of appropriate equipment for security and safety needs (vehicles, telecommunications equipment, etc.);
  • Lead incident response and crisis management when impacting on UNOPS personnel, other assets, and operations of the organisation.

Education/Experience/Language requirements

Education: - Master’s degree in management, international politics or equivalent or formal multi-year education in security management, such as military or police senior Command and Staff College qualification with command experience at senior level, - Current relevant Professional Certification is an advantage, e.g. in Security Management, Physical Security, Investigations, Project Management, etc.

Experience: - At least 10 years of responsible experience in security management, law enforcement or national military service, of which at least 5 years should have been with the UN Security Management System and at least 2 years experience from a crisis environment while serving in the UN system

Language:

Fluency in English is required; fluency in French or Spanish is an advantage.
