Org. Setting and Reporting

The position is within the Liquidation Entity the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako.

The Chief of Section, Transport designs strategies in implementing the surface transport related activities. S/he is responsible for planning and management of surface transport operations within the Liquidation Entity. S/he is responsible for management of budget and human resources of transport, planning and management of surface transport standard operating procedures, liquidation support planning guidelines, and coordination with the host country civil and military authorities.

The Chief of Section, Transport will report directly to Chief Service Delivery Management and/or the Director of the Liquidation Team (MINUSMA).

Responsibilities

Within delegated authority, the Chief of Section, Transport will be responsible for the following duties:

• Works closely with the Chief Service Delivery Management and/or the Director of the Liquidation Team (MINUSMA) in the development of guidance and procedures for the surface motor transport support during liquidation period. •Plans, manages and supervises the provision of the surface motor transport support in the Liquidation Entity (MINUSMA) which includes the United Nations Owned Equipment, Member State Contributed Equipment and commercial transportation services. • Ensures implementation of the Vehicle Establishment Program and manages it in accordance with the decisions of the Vehicle Establishment Committee (VEC) and current Department of Peace Operations/Department of Operational Support (DPO/DOS) policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet. • Develops and implements the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that the Liquidation Entity fleet is optimized to meet operational requirements. • Ensures implementation of the Active Road Accident Prevention and Road Safety Programs for the Liquidation Entity. • Ensures the implementation of the Driving Test Program within the Liquidation Entity and monitors that Liquidation Entity staff is issued with UN driving permits in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations. • Ensures implementation of a cost-effective plan for the surface transport resupply of all sectors within the Liquidation Entity, determining the appropriate means of transport including outsourcing activities. • Ensures inventory control and supervises the physical annual checks of vehicles and equipment. • Liaises with UN agencies, non-government and government organizations, intergovernmental agencies and suppliers for the provision of the surface transport support. • Ensures implementation of standard operating procedures for surface transport operations in the Liquidation Entity. • Manages the surface transport budget for the Liquidation Entity surface transport operations ensuring that the relevant UN financial regulations and rules are adhered to in activities of the Transport Section. • Supervises the preparation of performance reports and responses to internal and external audit observations. • Acts as a Certifying Officer for the surface transport budget with the overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Transport Section. • Determines technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendor’s proposals meet technical requirements. Coordinates requisition process with purchasing authorities. • Oversees contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Contracts Management Unit/Section and/or the Procurement Section. • Ensures that quality control/quality assurance procedures are implemented and that plans and work processes comply with the established regulatory regime. • Ensures that UN vehicles are used in accordance with UN regulations and rules, and that vehicle usage data are correctly recorded. Ensures the accuracy and validity of data recorded in the management information systems. • Participates in various Liquidation Entity administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board, the Advisory Committee on Traffic Safety and the Boards of Inquiry as appropriate. • Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for surface transport. • Develops the Transport Section Staffing Table and acts as the Line Manager to the Unit Managers. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual Work Plans for Unit Managers and produces detailed performance assessments and evaluations for all staff as required. • Supervises the personnel and evaluates staff performance of the Transport Section. • Develops and implements the Transport Section Training Plan; coordinates with UNHQ training courses, workshops and other related training activities. • Ensures the compliance with UN policies on the workplace safety and environment protection. • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, economics, logistics, transport management or mechanical engineering is required. A first-level university degree, with a relevant combination of academic qualifications and qualifying experience may be accepted in lieu of an advanced university degree.

Job - Specific Qualification

A valid driver's license is required.

Work Experience

• A minimum of ten (10) years of progressively responsible experience in motor vehicle transport operations, movement control, multi-modal transportation, logistics management or a related field is required.

• A minimum of four (4) years in a managerial/supervisory position directly related to the coordination of complex integrating large-scale surface transportation systems/specialised equipment and operations in the international environment is required.

• Ability to develop decommissioning, write-off and asset disposal plans for multi-modal transportation Systems and Assets, is desirable.

• Experience in developing plans for drawdown and/or Liquidation for UN Missions is desirable.

• Experience in budget, staffing and performance management and reporting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment
