Org. Setting and Reporting This position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).

The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilization of economic and development assistance and coordination of humanitarian assistance. The Chief Service Delivery will report to the Chief of Mission Support.

The position is based Khartoum.

Responsibilities Within the delegated authority, the Chief Service Delivery is responsible for the following functions: - Provides strategic advice to the CMS on the necessary managerial, logistical and administrative support required to fully implement the integrated supply chain and service delivery operations and meet the requirements of the mission support concept of operations - Exercises managerial and supervisory control over all logistics, technical and operational support services within the Service Delivery pillar. He /she works in close cooperation with MSD Service Chiefs to ensure that the demands for goods and services are planned and resourced, forecasted, accurate, and submitted in a timely manner to allow for processing through the supply chain in time to meet client requirements. The incumbent contributes to planning and resourcing operational requirements, in close coordination with all Mission components to ensure successful implementation of mission mandated tasks. - Manages and coordinates all multifunctional support services requirements between the UN Headquarters, Mission components and other UN and non-UN entities to ensure efficiency and effectiveness of support services. He /she acts as the principal liaison between the Mission, the Regional Service Centre( Global Service Centre), and the Headquarters as appropriate, for support delivery service matters and coordination of day to day support services at Mission Headquarters and Field Offices. The incumbent implements UNHQ policy and develops mission procedures to ensure support services satisfy UN regulations and rules. - Ensures coordination and monitoring of overall strategies and programmes for the supply chain activities of the mission and rapidly redirects the work plan to accommodate and support major operational changes in the mission. - Develops and implements a service optimization programme to promote continuous improvement in the quality and delivery of logistical support activities to mission clients. This includes a regular review of critical and key supply chain process to identify and resolve bottlenecks, delays and inefficiencies. Further this also includes the establishment of relevant strategic supply chain performance indicators which provide data and analysis for the review of senior management. - Develops and monitors KPIs to ensure consistency and improvements in service delivery. - Conducts overall planning and coordination of logistics support services for deployment of civilian and police deployments in all sectors of the Mission. He/she ensures that logistical requirements take account of gender-specific needs. - Ensures timely and proper management of UN owned assets and contractual services under the control of Service Delivery. - Coordinates budgetary requirements for Service Delivery pillar, submitting budget performance reports and contributing to Mission overall budget submission in close coordination with Mission Service Chiefs and CMS; Ensures that the budget, human resources, and assets are optimally budgeted and allocated to support effective and cost efficient services across all mission components, and provides advice to any reprioritization of resources during the budget period, in line with priorities that support effective mandate implementation. - Provides technical and professional response to BOA, OIOS audit observations and ensures that agreed observations are implemented in a timely manner. - Assumes responsibilities of Certifying Officer for the budget allocation to Mission Service Delivery. - The incumbent is required to chair or be a member of technical and operational bodies. adequate to. - Performs other related duties including deputizing for CMS as required.

Education Advanced university degree (Master's degree or equivalent) in business administration, engineering, logistics, medical, aviation or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible in at least three of the logistics service delivery areas: fleet management, air operations, medical services, construction, building management or facilities management or fuel is required.

At least four years of management experience in the area of service delivery, of which at least two years in managing service delivery operations in an international environment is required.

Experience in managing complex service delivery operations in a conflict or post-conflict environment with scarcity of resources is desirable.

Experience in managing supply chain management operations in a conflict or post-conflict environment is desirable.

Experience in change management is desirable.

Experience in planning, deployment or sustaining field operations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of Arabic is desirable.
