Org. Setting and Reporting This position is located within the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The Chief of Section, Service Delivery, will report to the Chief of Mission Support (CMS).

Responsibilities Within the delegated authority, the Chief of Section, Service Delivery P-5, is responsible for the following functions:

  • Exercises managerial and supervisory control over all logistics, technical and operational support services within the Service Delivery Pillar. He/she works in close cooperation with Mission Service Delivery unit chiefs to ensure that the demands for goods and services are planned and resourced, forecasted, accurate, and submitted in a timely manner to allow for processing through the supply chain in time to meet client requirements. He/She is responsible for planning, coordinating and delivery of medical support services to all components of the Mission as well as other UN entities and partners in close coordination with Headquarters and national health authorities.The incumbent contributes to planning for and resourcing operational requirements in close coordination with all mission components to ensure successful implementation of mission mandated tasks.

  • Manages and coordinates all multifunctional support services requirements between the UN Headquarters, mission components and other UN and non-UN entities to ensure efficiency and effectiveness of support services. He/she acts as the principal liaison between the mission, the regional service centre, and the Headquarters as appropriate, for support delivery service matters and co-ordination of day to day support services at the mission Headquarters, sectors and field offices. The incumbent implements UN Headquarters policies and develops mission procedures to ensure support services satisfy UN regulations and rules.

  • Initiates the development and implementation of the service delivery work plan, prioritizes and anticipates requirements. He/she implements policies and procedures to facilitate achieving work plan goals.

  • Develops and monitors Key Performance lndicators to ensure consistency and improvements in service delivery.

  • Conducts overall planning and coordination of logistics support services for deployment/ redeployment of field offices in all regions of the mission. He/she ensures that logistical requirements take account of gender-specific needs. The incumbent acts as work force planner, hiring manager and first reporting officer for the Service Delivery Pillar and unit chiefs respectively.

  • Assumes responsibilities of the Certifying Officer for the budget allocation to Mission Service Delivery. The incumbent is required to chair or be a member of technical and operational bodies. The incumbent advises senior management (CMS or any other relevant civilian Head of Component), on support services management, structures and staffing levels ensuring that they are, at all times, adequate to meet the requirements of the mission support concept.

  • Ensures timely and proper management of UN owned assets and contractual services of high financial value under the control of Service Delivery Section.

  • Coordinates budgetary requirements for the Service Delivery Pillar, submitting budget performance reports and contributing to the mission’s overall budget submission in close coordination with the mission section chiefs and CMS.

  • Provides technical and professional response to the Board of Auditors and Office of Internal Oversight Services audit observations, and ensures that agreed observations are implemented in a timely manner.

  • Performs other related duties including deputising for Chief Mission Support as required.

Education Advanced university degree (Master's degree or equivalent) in business administration, engineering, logistics, medical, aviation or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 10 years of progressively responsible experience in at least 3 of the following Logistics areas is required: Fleet Management, Air Operations, Medical Services, Construction, Building-Facilities Management, Conference Services, Rations, Fuel, Supply Chain Planning, Logistics, Warehousing, Asset & Inventory Management, Passenger & Cargo Transport and Contract Management. At least 4 years of management experience in the area of Supply Chain and Service Delivery is required. At least 2 years in managing Supply Chain and Service Delivery Operations in an international environment is required. Experience in planning, deployment or sustaining field operations is desirable. Experience in managing complex Supply Chain and Service Delivery operations in a conflict or post-conflict environment with scarcity of resources is desirable. Experience in management and coordinating emergency medical response in a complex field environment is desirable. Experience in crisis management as a senior advisor or member of the senior or strategic leadership team in a UN field mission or a comparable organization in a conflict or post-conflict situation is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Arabic is desirable.
