Org. Setting and Reporting This position is located in the Countering Terrorist Travel Section of the Special Projects and Innovations Branch within the United Nations Office of Counter-Terrorism, in Budapest. The Chief of Section reports to the Chief of the Special Projects and Innovation Branch (SPIB)

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy

The Countering Terrorist Travel Section leads the implementation of the UNOCT -led technical assistance programme entitled 'Building the Capacity of Member States to Prevent, Detect and Investigate Terrorist Offenses and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data'. The project responds to requirements established by the Security Council under resolution 2178 to address the acute and growing threat posed by Foreign Terrorist Fighters, which calls upon Member States to require airlines operating in their territories to provide API to the appropriate national authorities in order to detect the departure from their territories, or attempted entry into or transit through their territories, by means of civil aircraft, of individuals designated by the Committee established pursuant to resolution 1267 and 1989. The project also responds to the Security Council resolution 2396, which builds on resolution 2178 by creating new international obligations and other provisions to strengthen border security and information sharing. This includes the use of API and PNR data to address returning and relocating FTFs and transnational terrorist groups.

The Countering Terrorist Travel Section also covers a broad range of programmes in the context of Civil Aviation Security through the section`s Addressing Counter-Terrorism in Aviation Security unit (ACTAS), including the United Nations Programme on Threat Assessment Models for Aviation Security (TAM Programme). This Programme builds upon the Security Council’s call, in its resolution 2309, for Member States to deepen dialogue and cooperation on matters relating to aviation security, including the exchange of risk-related information among all relevant authorities. The TAM Programme supports Member States in the development of effective inter-agency coordination processes in order to establish a common approach to national threat assessments within the context of aviation security.

Responsibilities Within delegated authority, the Chief of Section will be responsible for the following duties:

  • Provides policy guidance to the senior management, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.

  • Plans, guides, manages and oversees the programme of work and activities undertaken by the Section;

  • Ensures leadership and overall coordination of programmes and projects assigned to the Section across multiple partners and stakeholders;

  • Ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.

  • Provides programmatic and substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies such as the UN Security Council, Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, the General Assembly, Fifth Committee of the General Assembly and other policy-making and governing organs, as appropriate.

  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports as well as reports to donors.

  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

  • Prepares inputs for the work programme of the UNOCT, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

  • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, review of draft documents, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.

  • Recruits staff for the Section taking into due account geographical and gender balance and other institutional values.

  • Manages, guides, develops and trains staff under his/her supervision.

  • Fosters teamwork and communication among staff in the Section and across organizational boundaries.

  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.

  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, and hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in programme management, administration, budget, finance, human resources management or related field is required.

Experience in implementing Advance Passenger Information (API) and Passenger Name Record (PNR) related initiatives is required.

Experience supporting Member States in developing programmes on Civil Aviation Security is required.

Experience managing teams is required.

Experience in inter-governmental engagement is desirable.

Experience working on capacity building in the field of Counter-Terrorism is desirable.

Languages English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
