Org. Setting and Reporting This position is located in the Movement Control Section, Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to client entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Center and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on supply chain planning, logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Movement Control Section is responsible for managing and executing strategic movement requirements to all DOS supported clients in a timely, effective and efficient manner.

The Chief, Movement Control Section reports to the Director for LD.

Responsibilities Within delegated authority, the Chief, Movement Control Section will be responsible for the following duties:

1. Providing advice and updates to the Director of LD and other senior management on multimodal international and inland transportation operations:

- Providing expert advice on multimodal international and inland transportation operations, including analysis of operational requirements and selection of appropriate mode(s) of transportation in line with the overall supply chain planning, cost estimation, development of technical specifications, assessment of offers, monitoring of regulatory compliance in accordance with international guidelines, application of dangerous goods regulations, traffic management, customs clearance, reception and inland distribution operations, insurance and claims, training, certification, and reporting. - Managing passenger and cargo movements using Umoja Transportation Management module. - Advising and informing key stakeholders on the development, coordination and implementation of strategic transportation plans that support timely deployment, re- deployment or rotation of specified passenger groups and their organizational equipment, as well as United Nations Owned Equipment (UNOE) to and from field missions, including the transfers between missions/entities. - Establishing and coordinating mechanisms and contracts for the repatriation of human remains, as required, including liaising with respective Member States and UN entities. - Establishing and maintaining effective communication network with counterparts in other work units/sections within the Secretariat, the supported missions/entities, the Permanent Missions of Member States and other United Nations entities that provide support to movement activities. - Provide substantive support in the development of movement related Category Management strategies providing expert advice in the Category, developing of Category, implementing action plan, and continuous improvement through follow-on activities. - Integrating Section activities with Supply Chain Planning Service to plan, optimize and streamline movements.

2. Procedures and Guidelines Development and Implementation:

- Providing oversight and quality assurance of movement control activities/operations including the development and maintenance of manuals and standard operating procedures for planning, coordinating, controlling and assessing safe and secure movements of personnel and equipment/supplies in support of clients, including UN peacekeeping operations. - Identifying training requirements and developing necessary programmes of instruction for United Nations Movement Control Specialists. - Developing and managing strategic contracts for movement of personnel and the multi- modal movement of cargo.

3. Overseeing and approval of Associated Cost Estimates:

- Supporting clients’ budgeting process by approving associated cost estimates for freight forwarding and transportation activities. - Preparing procurement projections in line with the delivery planning and periodic activity reports. - Ensuring sections files are maintained in accordance with departmental recordkeeping and archiving practices. - Verifying the section's assessments of tenders received by the United Nations against procurement solicitation for transportation services and forwarding results to the responsible Procurement Case Officer. - Representing the division, as required, during meetings of the Headquarters Committee on Contracts and verifying analyses of invoices presented by vendors and claims presented by Member States for transportation services and related support delivered to the United Nations. -Approving vendor performance reports prepared by the Section.

4. Management and Supervision:

- Supervising and coordinating the tasks and activities of Section staff, including staff in headquarters and in satellite offices, reviewing and approving individual work plans, monitoring progress, assessing performance and identifying and providing access to professional development training opportunities. - Conducting personnel management in the Section; recruitment, evaluation and contract extension of staff members in accordance with standing human resources policies and procedures and in consideration of gender perspectives. - Ensuring adequate support is provided to clients, including field missions, and that constant communication is kept with them. - Promoting a culture of teamwork, civility, innovation, continuous improvement and sharing of best practices. - Assisting Director LD with workforce planning, roster management and recruitment. - Performs other duties as assigned.

    Education Advanced university degree (Master's degree or equivalent degree) in business administration, management, transportation, supply chain management, logistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Supply Chain Operations Reference – Professional (SCOR-P) certification or equivalent is desirable. Certification in international trade/import and export is desirable.

    Work Experience A minimum of ten years of progressively responsible experience in the area of international air and surface transportation within supply chain management, logistics or management of transportation is required. Three (3) years of experience at an international level in a managerial position is required. Experience with managing multi-modal freight-forwarding operations is required. Experience with commercial import and export of goods, including dangerous goods, chartering of air/ship assets, or comparable field is desirable. Experience with executing large scale personnel and cargo movements in support of field operations, military operations or other comparable operations is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
