Org. Setting and Reporting This position is located in the Movement Control Section of the United Nations Mission in South Sudan (UNMISS) duty station Juba. Juba is classified in the "E" category and as a non-family duty station. The Chief of Section, Movement Control will report to the Chief Supply Chain Management.

Responsibilities Within delegated authority, the Chief of Section, Movement Control (MovCon) will carry out the following duties:

Monitor all activities related to the movement of cargo and personnel in the mission. •Provide guidance and technical advice in all aspects of transportation, including goods requiring special handling. •Advise Military/Police Contingents on all movement related matters. •Plan and coordinate the movement of Military/Police Contingent personnel and cargo, as well as UN cargo, using all practical means of transport. •Oversee Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regular scheduled flights. •Ensure safe, efficient and economical movement support is provided to meet operational and administrative requirements of the Mission. •Develop SOPs and make recommendations for risk reductions and quality/cost improvements. •Establish performance standards; improve the overall service quality/operational standards. •Develop plans for Movcon support to the Aviation Emergency Response Plan (AERP). •Oversee staff in the provision of professional movement control for personnel and freight. •Plan, guide supervise and evaluate the personnel of MovCon Section and manage the allocation and rotation of appropriate work assignments. •Oversee the development of training and career plans. •Carry out the functions of a certifying officer once assigned as certifying officer. •Conduct reconnaissance and prepare reports on suitability of use of routes, staging areas, ports, airfields, road and rail transshipment points. •Coordinate with UNHQ, GSC and neighboring missions as well as with other UN AFPs, NGOs, and the Government Authorities for movement related matters. •Oversee the budget preparation for Movcon Section and manage its implementation. •Prepare Scopes of Work for commercial transportation, customs clearance and freight forwarding services, prepare technical evaluations of bids for these services and monitor the performance of resulting contracts. •Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) preferably in business administration, economics, logistics or transport management is required. A first level university degree with a relevant combination of education, professional training, certification in multi-modal transport operations, and two (2) additional years of work experience in multi-modal transportation related occupation, may be accepted in lieu of the advanced university degree.

Work Experience At least 10 years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, operations and supply chain management or a related field is required. At least six years of experience delivering movements support in deployed operational environments or field missions, of which at least four years at managerial level is desirable. Experience in planning and supporting large scale transport or logistical operations is desirable. Demonstrated experience in budget preparation and execution is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in spoken and written English is required.
