Org. Setting and Reporting DOS is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices.

Within its responsibilities, UCSD is located within OSCM/DOS and manages the Troop-Police Contributing Countries (T/PCC) reimbursement policy frameworks, coordinates the negotiation of Memoranda of Understanding (MOU), calculates/processes the payment of reimbursements in excess of $2 billion annually for contingent owned equipment (COE) and personnel to countries contributing military and police contingents to field missions, develops and conducts performance analysis on a variety of deliverables using key performance indicators and metrics. It also administers the triennial COE Working Group and the quadrennial troop cost survey.

This position is located in the Memorandum of Understanding and Reimbursement Policy Section (MRPS) within the Uniformed Capabilities Support Division (UCSD) of the Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS). The Chief of Section reports to the Director of the Division.

Responsibilities Under the direction of the Director, the Chief of Section will be responsible for the following tasks in managing the Memorandum of Understanding and Reimbursement Policy Section (MRPS) of the Division:

•Provides guidance and analysis to support the preparation of Memoranda of Understanding (MOUs) with contributing countries, in conjunction with input from the Department of Operational Support (DOS), Department of Peace Operations (DPO), and Department of Political and Peacebuilding Affairs (DPPA) to support the deployment of military and police contingents to United Nations field missions. •Provides guidance on policy issues and procedures for the payment of reimbursements for military and police contingents deployed to United Nations field missions, including incidence of cost to the Organisation. •Plans and oversees the activities of the Section in ensuring that reimbursement premiums payable to Member States for operational risk and deployment of enabling capabilities are assessed accurately and on a timely basis. •Provides input and coordination across DOS and the Department of Peace Operations (DPO) in ensuring that the generation and maintenance of military and police contingents take account of the established frameworks for reimbursements. •Provides expert guidance, detailed financial data, and other information to Member States and meetings of inter-governmental bodies on payment of reimbursement for countries contributing military and police contingents to United Nations field missions, including coordination of the triennial meeting of the COE Working Group. •Manages, supervises and carries out the work programme of the Section by maintaining and updating detailed processes and procedures; prioritizing, assigning and guiding individual responsibilities; developing needed expertise and knowledge; evaluating performance; and identifying opportunities for improvement. •Ensures that the outputs produced by the Section maintain high-quality standards, and that reports are clear, objective and based on comprehensive data. •Carries out programmatic tasks necessary for the functioning of the Section. •Plans, organizes and manages staff of the Section taking due account geographical and gender balance and other institutional values.

Education An advanced university degree (Master's degree or equivalent) in business or public administration, accounting, logistics or engineering, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree in the specified fields of studies mentioned above.

Work Experience A minimum of ten years of progressively responsible experience in administration, finance, logistics or a related area is required. Experience in development of administrative policies and procedures in the area of logistics is desirable. Experience in inter-governmental coordination and liaison is desirable. Experience in military or police planning associated with Contingent Owned Equipment (COE) concepts is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language is an advantage.

This post is financed by the Support Account for Peacekeeping Operations for a finite period of one year. Extension of appointment is subject to extension of the mandate and/or the availability of funds.
