Org. Setting and Reporting This position is located in the Supply Chain Planning Service (SCPS) in the Logistics Division (LD) of the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre and the Enabling and Outreach Service. The Logistics Division provides direction and advice on logistical matters, the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Chief of Supply Chain Planning Section reports to the Chief of Supply Chain Planning Service.

Responsibilities Within delegated authority, the Chief of Section will be responsible for the following:

  • Provides policy guidance to the Chief of Service/Division, on conceptual strategy development and management of the implementation of supply chain planning policies, guidelines and procedures.
  • Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
  • Fosters collaborative planning and coordination among all actors, including field missions, service centers, headquarters divisions and services within the logistics divisions.
  • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
  • Manages and oversees the preparation of long-term Strategic Plans and Annual Supply Chain Plans, including: Demand Plans, Sourcing Plans and Delivery Plans.
  • Continuously reviews and updates the plans to meet the requirements of the missions at the right time including provisioning for contingencies.
  • Oversees the monthly Integrated Business Planning process and ensures that monthly reporting and status updates are generated.
  • Provides substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Monitors missions’ compliance for carrying out supply chain planning functions in field operations.
  • Oversees LD/DOS supply chain planning projects to ensure they meet their goals, timeline and budget, including identifying the project scope, preparing its work plan, schedule, and budget, assigning tasks and setting deadlines for each task, monitoring the project progress.
  • Prepares inputs for the work programme of the Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Carries out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
  • Perform other duties as required.

Determines that the actions proposed will satisfy the expressed and underlying needs for the decision. Makes tough decisions when necessary.

Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in supply chain management is desirable.

Work Experience A minimum of ten years of progressively responsible experience in supply chain management, project management, planning, logistics, or related field is required. Experience in providing logistics and supply chain support in or to a volatile, conflict or post-conflict environment is desirable. Experience in an international environment is desirable.

Languages English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
