Org. Setting and Reporting This position is located within the Mission Support Centre (MSC) of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Chief of Section, Logistics will play the role of Chief, MSC. He/she will be based in Bangui and reports to Chief, Operations and Resource Management (CORM).

Responsibilities Within delegated authority, the Chief of Section, Logistics, will be responsible for the following duties:

  • Designs strategies for the implementation of logistics operations and exercises managerial and supervisory control over all logistics support required by the mission, which is usually a large and complex operation.
  • Develops, prepares, coordinates and monitors overall logistics support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent, complex operational needs.
  • Ensures adequate logistics support to military, police, security and substantive components of the mission, and considers and approves cooperation and provision of logistics support to other UN AFPs operating in the mission area.
  • Supervises Section budget, its preparation and execution.
  • Monitors and coordinates all multifunctional logistics requirements between UN HQ and the mission.
  • Works closely with the Chief Supply Chain Management (CSCM) or the Chief Service Delivery (CSD) in the development of guidance and procedures for logistics support.
  • Acts as the principal liaison between the mission and Headquarters staff for logistics matters and coordinates day to day support of logistics operations.
  • Briefs the officials of Mission Support on a daily basis on the ongoing operation/requests and field situation.
  • Ensures that logistics requirements take account of gender-specific needs.
  • Advises senior management on logistics operations, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
  • Leads logistics reconnaissance missions to various locations in the field in order to monitor the logistics support.
  • Organizes and chairs logistics meetings.
  • Develops a training program for logistics staff in coordination with the military and police components and the various administration sections.
  • Manages all civilian, military and police logistics staff assigned to him throughout the mission area.
  • Supervises the Contingent-Owned Equipment (COE)Unit.
  • Establishes and coordinates the individual annual work plans and sets work standards.
  • Evaluates staff performance, interviews/evaluates candidates for job openings.
  • Assumes responsibilities of certifying officer when nominated.
  • Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in logistics, business administration, management, engineering, or related field. A first-level university degree with a relevant combination of academic qualifications and experience in areas such as transport or logistics operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in land or air transport, logistics operations in military, commercial or international organization, or related areas is required. Experience in a Multi-Dimensional Peacekeeping mission is desirable. Experience in Supply Chain Management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
