Org. Setting and Reporting

The position is located in the United Nations Development Coordination Office (UN DCO) Headquarters in New York. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The incumbent reports to the Chief of the Policy and Programming Branch.

Responsibilities

Within delegated authority, the Chief – Interagency Programme Facilitation Section, will be responsible for the following: • Leads the work of the team, driving UNDCO's strategic thinking on system-wide and interagency programming and implementation; ensures the delivery of timely and quality outputs in support of the integrated programming needs of Resident Coordinators (RCs) and UN Country Teams (UNCTs). • Supports RCs and UNCTs on matters relating to system-wide and interagency programming, including United Nations Sustainable Development Cooperation Frameworks and, where relevant, their alignment with Integrated Strategic Frameworks, Humanitarian Response Plans and other system-wide planning and programme frameworks. • Advises UN Sustainable Development Group (UNSDG) members on issues relating to inter-agency programming and programme implementation, and facilitates the work of bringing agency-specific country programme processes and documents in line with Cooperation Frameworks and joint programmes. • Supports RCs and UNCTs in the development and effective implementation of the redesigned Cooperation Frameworks in close collaboration with entities of the UNSDG. • Closely liaises with Cooperation Frameworks Programme Specialists in DCO Regional Offices to ensure effective support to RCs and UNCTs on interagency and system-wide programming and implementation matters; facilitates feedback from field experiences to contribute to UNSDG policies and guidance on these issues. • Identifies, develops and maintains networks on system-wide and interagency programming matters with UNSDG entities, with a view to ensure high quality and effective support to RCs and UNCTs. • Works with colleagues in UN DCO to ensure integrated approaches to the provision of support to RCs and UNCTs. • Directs subordinates in interagency guidance development and knowledge management; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities on programme facilitation; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff. • Performs other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent) in international relations, development, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible programme management experience in the area of development cooperation is required. Management experience in the support of inter-agency programming at the country level is required. Experience in the United Nations system or a comparable international organization is desired. Experience in managing large multicultural teams at the country, regional or global levels is desired. Experience at the headquarters of an international organization is desired. Experience with inter-agency or inter-organizational collaboration in the development sector is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
