Org. Setting and Reporting This position will be temporarily vacant for a period of four (4) months. This position is located in the Office of the Deputy Executive Secretary of ECLAC. The Chief of the Information Communication and Technology Section reports to the Deputy Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. Responsibilities Under the overall supervision of the Deputy Executive Secretary, the Chief of the Information Communication and Technology Section will be responsible for the following duties:

  • Provides policy guidance to senior managers, on conceptual strategy development and management of the implementation of overall strategies, policies and procedures on information and communication technologies; knowledge management and innovation.
  • Plans, implements and monitors the management of ICT operations. Coordinates diverse projects in the Section.
  • In coordination with commission’s authorities, defines a portfolio of official services provided by the Section, agrees with stakeholders, establishes, and monitors performance indicators (KPIs) included in service level agreements agreed with users. Intervenes to correct or mitigate deviations to agreed operation parameters.
  • Proposes and in case of approval, implements innovative and quality solutions to problems or requirements raised by the senior management of the Commission, observing and following the applicable standards and regulations of ECLAC itself and the UN system.
  • Manages contracts for services or technological products concluded by the Commission with local and international suppliers both within the UN system and that received from private or public entities, ensuring that they are implemented according to service level agreements or agreed specifications, in case of non-conformity it performs or coordinates and collaborates to take actions that lead to a satisfactory resolution for the Commission.
  • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section;
  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Prepares inputs for the work programme Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Carries out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

    Competencies - PROFESSIONALISM: Knowledge in the following technologies is required: data science, artificial intelligence, computer security systems and data architecture, databases, data visualization and geolocation, software system management and development. Knowledge of the substantive field of work in general and of specific areas being supervised. Knowledge of the design and development of systems, management, implementation and maintenance of complex information systems. Conceptual and strategic analytical ability to understand the information systems and business operations of the Organization in order to analyze and evaluate critical system issues. Ability to integrate knowledge with broader strategic, political and operational objectives . Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education An advanced university degree (master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Three (3) years experience managing a team is required. Experience managing critical computer or telecommunications services or products at the multinational level is required. Experience in planning, design, development and implementation of projects or contracts in the field of information and communication technologies is desirable. Experience in transition management of new technology solutions for a large organization is desirable. Experience in making recommendations to address complex business requirements through the introduction of new technologies is desirable. Experience with an international organization, such as the United Nations or an international non-governmental organization, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish and English is required.
