Org. Setting and Reporting This position is located in the Department of Peace Operations (DPO) in New York. The incumbent reports to the to the Chief of Office and the Under-Secretary-General for Peace Operations.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Provide guidance and advice to DPO’s senior leadership, offices and sections, on the substantive Women, Peace and Security(WPS) agenda and on integrating Gender Equality into the development of departmental policies, strategies, SOP’s and other guidance materials for peace operations;
  • Provide guidance and analysis to ensure effective implementation of Women, Peace and Security mandates and political commitments across departmental priorities, strategies and policies, at HQ and in the field;
  • Ensure that mission planning, management and, support, as well as departmental strategic priorities and plans integrate Gender Equality and Women, Peace and Security priorities, including through adequate resources for their implementation; •Build capacity and support DPO senior management to meet accountability goals on gender equality, within organizational policies and in contextualizing the Security Council mandates on Women,. Peace and Security and gender equality in peacekeeping frameworks
  • Establish and oversee mechanisms for monitoring, evaluating, and reporting the implementation of WPS in DPO and the field missions, including in reports of the Secretary-General to the Security Council, the Special, Committee on Peacekeeping Operations, the General Assembly, and other intergovernmental forums;
  • Act as the lead focal point for back stopping the peace operations on Women, Peace and Security support in building capacity of senior mission leaders and staff on Women, Peace and Security and its prioritization of in the implementation of mission mandates;
  • Oversee operational research and analysis on Women, Peace and Security and Gender Equality in peace operations to inform policy and practice; develop, maintain and update resources, guidance and analysis in support of peace operations; Support the documentation of best practices, lessons learned and the development of accountability, monitoring and evaluation tools and frameworks to ensure measurement of progress on the implementation of Women, Peace and Security mandates;
  • Initiate and lead outreach both internal and external, and develop strategic partnerships and collaborative efforts and networks to promote Gender Equality in peace operations with UN system and external stakeholders, such as UN Women, Member States, governmental and non-governmental policy and training institutions, think-tanks and Civil Society representatives; .
  • Coordinate and supervise programme planning (programme/project preparation and submissions, progress reports, financial reports), budgeting and fund-raising and ensure preparation of relevant documents, plans and reports;
  • Oversee and lead the work of the Gender Unit in the Office of the Under-Secretary- General of peacekeeping , including ensuring effective utilization, supervision, development ,evaluation and mentoring of staff.

Education Advanced university degree (Master’s Degree or equivalent degree) in development studies, international relations, human rights, law, social science or related humanities field, gender studies, or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible policy development, advisory and programme management experience on the promotion of Gender Equality and Women, Peace and Security is required. At least five years’ experience in substantive leadership on Women, Peace and Security programming at the international level in conflict or post-conflict settings is required. Experience managing a diverse team in a peace keeping context is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
