Org. Setting and Reporting This position is located in the Financial Policy and Internal Controls Service (FPICS) of the Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC).

The Finance Division is responsible for securing the financing of the Organization's expenses, pursuant to Article 17 of the Charter of the United Nations, and to ensure sound, effective and efficient integrated financial management of and reporting on United Nations resources, supported by a strong internal control environment. FPICS leads the Secretariat-wide implementation of the internal control framework, and adapts the internal controls and financial policies needed to ensure prudent management of resources within a framework of decentralized delegation of authority.

The Chief of Section will report to the Chief of the Service.

Responsibilities Within delegated authority, the Chief of Section will be responsible for the following duties:

  • Provides policy guidance to the Chief of Service, on conceptual strategy development and management of the implementation of overall strategies and intra and interdivisional/ departmental policies and procedures.
  • Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
  • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Coordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
  • Provides substantive input in the preparation of financial management position papers, including the formulation of policy instruments, and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the Fifth Committee of the General Assembly and other policy-making organs, as appropriate.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in annual budget proposals.
  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Directs the development and implementation of risk mitigation plans to address internal control weaknesses. Provides authoritative advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to UN Financial Regulations and Rules, Staff Regulations and Rules, Administrative Instructions, Bulletins and Circulars.
  • Assists the Chief of Service in preparing the work programme of the Section determining priorities and allocating resources for the completion of outputs and their timely delivery.
  • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Recruits staff for the Section taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

    Competencies - Professionalism: Knowledge of financial management principles and practices in the substantive field of work in general and of specific areas being supervised, especially the regulatory framework and the IT system for financial matters. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Proven analytical skills and ability to provide technical advice in financial management to managers.     Education Advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, or related area is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience in financial management, budget, business administration, or related field is required.

    Experience in policy formulation relating to financial management is required.

    Experience with providing substantive servicing to inter-governmental and expert review bodies is required.

    Experience with United Nations' or any similar international organization's financial systems, including the financial modules of enterprise resource planning (ERP) systems such as SAP is required.

    Experience operating within the institutional regulatory framework, especially the financial framework is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
