Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonisation of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialised agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. The position is located within the Resources Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA). The Chief of Budget and Finance Section reports to Director of RMSDD.

Responsibilities

Within delegated authority, the Chief will be responsible for the following duties: •Provides strategic overview and advice on overall financial management matters related to ESCWA. •Provides policy guidance to the Director RMSDD, on conceptual strategy development and management of the implementation of overall strategies and intra and interdivisional/departmental policies and procedures as they relate to the budget and finance function in ESCWA. •Coordinates, analyses, and finalizes the biennial programme budgets including cost estimates and budget proposals in terms of staff and non-staff requirements, and programmatic aspects. •Manages and issues allotments including redeployment of funds when necessary. •Monitors expenditures to ensure that they remain within authorized levels. •Plans and oversees the overall budgetary, financial and accounting activities across ESCWA in accordance with the financial rules and regulations. •Ensures that all work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. •Monitors the financial status of the organization, analyses trends and projections and identified possible risks. Advises Director of RMSDD in advance of any potential risks and provides solutions to maintain a solid financial environment of the organization and the funds with which it is entrusted. •Provides substantive input in the preparation of papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the Fifth Committee and other policy-making organs, as appropriate. •Contributes to the reporting to intergovernmental bodies on budget/programme performance, as appropriate, including those presented in biannual and/or annual reports. •Ensures that the outputs produced by the section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the section under his/her supervision meet required quality standards and accuracy before completion to ensure they comply with the relevant mandates. •Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. •Participates in the division work planning and the regular meetings of the section Chiefs coordinated by the Director of RMSDD, and contributes with expertise to the wider strategy and work of RMSDD. •Develops the section work plan aligned to that of RMSDD, and develops a vision for the section together with the Director RMSDD. •Leads the section staff and their capacities towards a common strategy and work plan, and ensures timely delivery of quality standard. •Contributes to setting up services for external partners and develops the associated cost-recovery mechanisms to support the setup. •Carries out administrative tasks necessary for the functioning of the section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, and preparation of inputs for results based budgeting. •Manages the staff of the section, including work plans, coaching and supervision, and ensures proper evaluation of staff performance (PAS) towards division and section goals. •Recruits staff for section taking due account geographical and gender balance and other institutional values. •Manages, guides, develops and trains staff under his/her supervision. •Fosters teamwork and communication among staff in the section and across organizational boundaries. •Represents the Organization at inter-agency meetings, seminars, etc. on issues related to budget and finance. •Participates in international, regional or national meetings and provides expertise on budget and finance related issues and holds programmatic/substantive and organizational discussions with representatives of other institutions.

Education

An advanced university degree (Master’s degree, or equivalent) in business administration, Finance, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in Budget and Finance functions is required. At least five years of experience in the International Public Service Accounting Standards (IPSAS) is required. At least five years of experience with UN financial rules and regulations is required. At least five years of experience with enterprise resources programmes, preferably UMOJA is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Fluency in Arabic is strongly desirable Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand).
