Org. Setting and Reporting The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

The Division of Regional Operations (DRO) serves as the safety and security focal point for the field duty stations, providing primary operational and technical support. The division is responsible for daily security coordination with the field. The advertised position is located in the Europe and Americas Desk (EuA), DRO. The incumbent will report through the Deputy Director to the Director, DRO.

Responsibilities Within delegated authority, the incumbent will serve as Chief of Section for the Regional Desk and will be responsible for the following:

  • Manages, supervises and carries out the work programme of the Desk;
  • Plans and oversees the management of activities undertaken by the Desk; ensures that substantive work programmes and activities are carried out in a timely fashion, coordinating diverse projects within the Desk and in liaison with other segments of the Department and with other organisations;
  • Ensures that the outputs produced by the Desk maintain high quality standards, that reports are clear, objective and based on comprehensive data; ensure that all outputs produced by the Desk under his/her supervision meet required standards before completion to ensure that they comply with relevant mandates;
  • Carries out tasks necessary for the functioning of the Desk including monitoring performance parameters and critical indicators, preparation of inputs for results based budgeting, evaluation of staff performance;
  • Manages, guides, develops and trains staff under his/her supervision;
  • Monitors, researches and assesses factors regarding the security of UN system personnel and their dependents worldwide;
  • Supervises the collection and analysis of security related information which impacts on the security of staff;
  • Supervises the evaluation, approval and testing of security plans in EuA region to ensure security preparedness in emergency and crisis situations;
  • Undertakes security assessment missions including to high risk locations;
  • Ensures that designated areas in EuA region have complied with all United Nations security management rules, procedures, guidelines;
  • Ensures that all duty stations prepare and maintain a threat and risk assessment specific to locations within the country where UN staff are located;
  • Identifies emerging security and crime trends that would increase risk to UN staff operating in the field and make recommendations to mitigate risk;
  • Monitors field office responses to direction provided in order to ensure that appropriate action has been taken;
  • Manages communications with Designated Officials regarding all aspects of security management;
  • Supervises, coordinates, plans and directs activities of professional security personnel deployed in the field;
  • Provides guidance on implementation of security functions according to established UN policies, procedures and best practices;
  • Undertakes field missions to provide direct guidance and support to UNSMS in the field;
  • Provides direction and assistance on all security issues during a crisis period;
  • Participates in hostage incident management;
  • Ensures that all personnel are deployed as required to respond to the crisis;
  • Ensures that emergency response mechanisms are in place and functioning in the region;
  • Participates in international, regional or national meetings and provide programmatic/substantive input to organizational discussions with representatives of other institutions; represents the Organization at interagency meetings, seminars etc. on related substantive issues.

Education Advanced university degree (Master's degree or equivalent) in risk, disaster or emergency management, political science, military science, public administration, law enforcement, law, social science, international relations or related area. A first-level university degree in any of these fields, in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience A minimum of ten (10) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required.

Of these, at least five (5) years of command or leadership experience is required.

At least five (5) years with UN Security Management System or similar International Organizations within security or related area is required.

Experience with security related contingency planning and crisis management is desirable.

A minimum of two (2) years international field experience in security is desirable.

Knowledge of and work experience with the Europe and Americas region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Spanish is desirable. Knowledge of another official UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
