How can you make a difference?

The Chief of Resource Mobilization and Partnerships reports to the Representative for overall guidance and direction. The Chief of Resource Mobilization and Partnerships is responsible for providing strategic direction and positioning in UNICEF Afghanistan’s partnership engagement and for leading the development and implementation of a funding strategy. This strategy will ensure that adequate resources for UNICEF Afghanistan are generated, results for children are leveraged, contributions from partners are effectively managed, and risks in partner engagement are navigated and managed successfully.

The incumbent will lead a team responsible for the regular provision of donor intelligence and advice; for developing new partnerships and maintaining and enhancing existing ones; for capturing and managing donor contributions and ensuring reporting and other donor submissions are delivered in a timely way and to a high standard of quality.

Summary of Key functions and accountabilities:

  • Develop, lead, maintain, and implement the country office resource mobilization strategy or roadmap and related work plan with deliverable outputs.
  • Monitor and report on performance on partnerships and donor relations to senior management, ensuring issues of critical nature requiring collective action are discussed and resolved.
  • Collaborate with programme teams to ensure the delivery of specific sector partnership plans, targets, and deliverables.
  • Provide leadership and direction to senior management and programme chiefs in their partnership and engagement efforts, proactively developing engagement plans and approaches with targeted donors.
  • Analyze external developments, ensure up-to-date donor profiles, and provide strategic policy advice; lead negotiations with donors as required to position UNICEF as a credible partner.
  • Develop and lead the delivery of clear partnering strategies with IFIs, bilateral and multilateral donors, and private sector and national committees, and lead the negotiation of complex partnership proposals.
  • Ensure prioritization of efforts to maximize value to secure resources and influence in support of UNICEF’s programme and impact.
  • Manage the overall pipeline of opportunities to deliver against agreed budget targets.
  • Ensure delivery of timely and high-quality donor proposals, reports, and other submissions.
  • Ensure effective capture management and reporting systems and processes are in place.
  • Lead overall grant management and compliance, ensuring risks and donor conditionalities are managed actively and effectively.
  • Ensure agreed donor communications and visibility plans which seek to maximise partner trust in UNICEF as well as complying with any contractual obligations are in place and delivered.
  • Monitor and build partnership capabilities across the office, ensuring overall capacity is in place to deliver quality donor submissions and engagement.
  • Drive effective implementation of agreed strategies, securing and managing all resources (human, financial, knowledge, and other) required to achieve objectives. Establish work plans, monitor compliance with performance standards, and provide support and guidance to ensure that objectives are achieved.

To qualify as an advocate for every child you will have…

  • An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of ten years of relevant professional work experience in the area of fundraising, public partnerships, and external relations is required.
  • Work experience in or familiarity with Afghanistan or the South Asia region and humanitarian context would be an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
