DRC is looking for an experienced Chief of Party to oversee a solutions and resilience consortium in Central and South Darfur. This multi-donor funded program will oversee the implementation of a consortium mandated to support displacement affected populations in having reduced dependency, improved equity in access to services, and increased resilience.

The Chief of Party provides programmatic and operation leadership to the Programme Management Unit of this 3-year initiative and is able to ensure effective monitoring of the program, measuring its overall outcomes and demonstrating scalability. He/She is also responsible for donor and government relations, advocacy and coordination of the consortium.

About the job

Your main duties and responsibilities will be:

Programme, Monitoring, Oversight and Quality Assurance

  • Provide overall leadership and management, and general technical direction, for the implementation and development of project activities
  • Ensure that the program has a robust monitoring and evaluation framework to support lessons learned, identify and navigate real-time context changes, promote scalability where possible, and measure the programme’s outcomes ver

  • Effectively manage the Consortium Management Unit ) including leading the hiring, professional development and evaluation process, ensuring achievement of project results by setting specific goals and providing continuous performance feedback.

  • Responsible for managing the timely and quality completion of all programme technical administrative financial deliverables and reports in accordance with donor guidelines and DRC operational guidelines

  • Ensure a shared project vision and an adaptive ‘theory of change’ among staff and across all implementing agencies
  • Oversee the establishment of effective project reporting, financial management, and personnel and procurement mechanisms
  • Promote sustainability of project activities with effective networking, linkages to other programmes, guaranteeing participatory approaches and community empowerment in the project approach

Coordination, Advocacy, and External Relations

  • Plan and prepare quarterly consortium Steering Group meetings (agenda development, background documents, presentation of progress) and Technical Working Group meetings, and oversee implementation of recommendations
  • Serve as the principal liaison with and build effective working relationships with the program’s steering committee members
  • Develop partnerships in the humanitarian and development community and coordinate with authorities at regional, state and district Government levels.
  • Lead advocacy efforts with partners, donors, DSWG members, etc. where possible and relevant
  • Serve as the principal liaison with and build effective working relationships with all internal and external solutions and resilience stakeholders on behalf of the consortium

About You

To be successful in this role we expect you to possess the following:

Required

  • Relevant university degree (Masters or Postgraduate), in Social Sciences, International Development, International Relations, Law or other relevant field
  • At least 7 years of proven experience in programme design and management, including budget expenditure, reporting, proposal writing, staff management, and monitoring, evaluation and reporting.
  • Proven experience in Livelihoods, Resilience, Protection, Solutions, Social Accountability and/or related fields in a management capacity
  • Demonstrated practical track record of strong donor relationships
  • Has demonstrated experience/understanding of both humanitarian and development work and how solutions and resilience work can bridge them
  • Highly organized team player, pro-active and with demonstrated strong personal initiative and decision making ability.
  • Proven solid analytical and problem solving skills.
  • Excellent writing and verbal skills in English is required.

Desired

  • Experience working in Sudan or a similar context is preferred
  • Arabic is an asset
