JOB PURPOSE:

World Vision seeks a Chief of Party (COP) for the proposed USAID-funded, ACTED-led Ukraine Response Consortium (“Addressing the immediate multi-sectoral humanitarian needs of IDPs and conflict-affected populations inside Ukraine”). The project will contribute to increasing the coping, resilience, and response capacities of conflict-affected individuals in Ukraine, through immediate relief activities and information management support. The project will be implemented by ACTED (prime recipient), IMPACT (through REACH and PANDA), Estonia Refugee Council, CARE (and national implementing partners), World Vision (and national implementing partners), and Right to Protection (R2P) across the west, east, north/central, and south regions of Ukraine. To achieve this goal, the project will pursue the following strategic objectives:

Purpose 1: To improve access to essential WASH, Health, Shelter, and Protection services for conflict-affected populations inside Ukraine.

Purpose 2: To improve the ability of conflict-affect populations inside Ukraine to meet their essential needs through unconditional cash transfers and access to safe and nutritious food.

Purpose 3: To facilitate evidence-based planning and programming for humanitarian actors in Ukraine through information management, technical advisory, and coordination support.

The Chief of Party shall provide overall team management, technical direction, administrative coordination, operations oversight, and client relations.

MAJOR RESPONSIBILITES

Leadership

  • Provide thought leadership on the consortium and linkages with other elements of the response strategy
  • Escalate grant management issues early and openly; resolve grant management issues quickly and fully with leadership
  • Work with UCR GAM lead for implementation of the GAM objectives as well as close collaboration within the UCR GAM Unit on donor positioning, grant health, forecasting and quality improvements.
  • Lead/mentor implementing partner staff in quality implmentatin, BHA program management, Humanitarian programming, etc.

  • Ensure a BHA structure that results in optimal efficiency and effectiveness, minimizes duplication, and leverages synergies across the UCR.

  • Ensure that effective internal and external risk management is in place, including standards for monitoring, escalating to, and managing incidents.
  • Ensure internal communications mechanisms are in place so policies, information and decisions are appropriately shared with BHA staff.

Consortium Relationship Management

  • Manage proactive and responsive relationship with grant prime recipient (ACTED), donor, consortium partners and local implementing partners in close collaboration with World Vision Ukraine Crisis Response staff and World Vision US core team.
  • Establish clear and frequent communication regarding program progress and oversight management with the donor.
  • Liaise with local officials, local communities, donor representatives and other stakeholders as appropriate

Quality Program Implementation and Accountability

. Direct and oversee grant implementation and World Vision’s sub-grantees, ensuring that all strategic objectives are met through proper design, staffing, implementation, and quality assurance.

. Ensure that BHA project is implemented, monitored and evaluated to measure impact and in accordance with donors, US SO and UCR frameworks.

. Ensure that feedback and complaint mechanisms for beneficiaries, communities, other stakeholders, and World Vision staff are in place.

. Work towards project metrics being achieved at acceptable rates – this includes program targets and budget burn-rate.

Grant program results achieved on time and on budget, as agreed to in grant agreement.

People Management

  • Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.
  • Ensure proper technical capacity of staff to manage complex donor-funded projects.
  • Lead grant staff and short-term consultants
  • Lead local partner staff, building capacities and increasing overall programming abilities of partner organizations.

Reporting and continuous improvement

. Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor/prime recipient requirements.

  • Facilitate learning of best practices on program’s technical areas
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact
  • Participate and conduct on-going lessons learned with key staff and partners/sub-grantees

Financial Management

  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
  • Grant is delivered on time and within allocated budget.
  • Ensure that program budget is sufficiently utilized at the end of the project, and based on YTD spending projections throughout the project.
  • Keep spending projections up-to-date on a monthly basis, making adjustments as needed.
  • Support new funding opportunities and development of funding proposals, if third phase of the grant or cost extension is planned.
  • Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent following donor rules and regulations to ensure low risk audits
  • Exercise good stewardship over all resources by maintaining sound internal controls, risk register, procedures, and records according to WVI accountability standards.

Required Professional Experience

Required Professional Experience

  • A Master's degree or equivalent qualifications in international affairs, social science, or a related field.
  • Technical background/leadership experience in Cash Programming is desirable.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills.
  • At least 10 years of progressively responsible experience in the humanitarian, development, or transition field.
  • Within the 10 years of experience, the Chief of Party must have at least five years of experience managing teams and at least three years of experience working in conflict zones.
  • Previous experience managing expatriate and local staff in conflict zones.
  • Previous experience on programs implemented in Middle East/Eastern Europe region is highly desirable.
  • Previous experience managing sub-contractors is highly desirable.
  • Previous experience implementing a U.S. Government program is desirable.

Required Education, training, license, registration, and certification

- Experience of leading large and diverse teams

- Experience in leading and managing large grants in a complex environment.

- Experience as a COP/PD or senior expert advisor required

- Experience managing sub grants and contracts under grants for complex projects

- Fluency in English

- Knowledge of Ukrainian is a plus

- Professional licenses, as required in the field and by the donor

Preferred Knowledge and Qualifications

- Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills.

- Experience in managing inter-agency consortiums is preferred

Travel and/or Work Environment Requirement

Ability to travel to and within Ukraine is required (50%). Be prepared to travel to implementation sites and regional, global meetings as needed.

Language Requirements

- Fluency in English

- Knowledge of Ukrainian is a plus)
