Org. Setting and Reporting This position is located within the United Nations Investigative Team to promote accountability for crimes committed by Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Chief of National Engagement and Support will head the Office of National Engagement and Support and will report to the Special Adviser, as head of UNITAD. The Chief of National Engagement and Support will also serve as deputy to the Special Adviser, along with the Chief of Field Investigations and the Chief of Evidence Management.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the incumbents will be responsible for the following:

  • Provide high quality, specialized legal advice to the Special Adviser with respect to Iraqi law, and, in particular, Iraqi criminal law.
  • Provide strategic advice to the Special Adviser, as well as the Chiefs of Field Investigations and Evidence Management with respect to the substantive focus of the Investigative Team’s investigations.
  • Ensure that the Investigative Team cooperates effectively with the Government of Iraq, and in particular the Iraqi law enforcement authorities, with a view to the fulfilment of the Investigative Team’s mandate.
  • Ensure that the investigative activities of the Investigative Team complement those of the Iraqi domestic authorities.
  • Undertake detailed analysis and legal research of Iraqi law with respect to crimes under the jurisdiction of the Investigation Team;
  • Performs extensive legal research and analysis and prepares legal opinions, studies, briefs, reports, indictments and correspondence; provides legal advice to the unit/division;
  • Prepares legal submissions/analyses as necessary in the course of investigations;
  • Provides legal advice on the interpretation and application of national legislation;
  • Coordinates with other Legal Officers within the Investigative Team, dealing with significant problems as required, and/or mentors and supervises the work of junior officers on specific projects;
  • Performs other duties as assigned.

Education An advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in any field, with a bar qualification or equivalent, in combination with two additional years of relevant legal experience may be accepted in lieu of an advanced university degree. A first-level university degree in law, in combination with two additional years of relevant academic qualifications and/or additional legal experience in the field of rule of law assistance, may be accepted in lieu of an advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in law, including legal analysis, research and writing is required.

Experience in research, analysis, investigations or prosecutions with respect to crimes committed by Da’esh / ISIL in Iraq is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in Arabic and English is required.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.
