Org. Setting and Reporting This position is located within the Mission Support Service of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The Chief of Mission Support reports directly to the Special Representative of the Secretary-General (SRSG) for Libya and Head of UNSMIL.

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Chief of Mission Support will be responsible for the following functions:

•As a member of the Senior Management Team, S/he will contribute to the implementation of the mission mandate by providing the necessary mission support services, including: Operations and Resource Management (Budget, finance, human resources, service centre, field technology); Supply Chain Management (warehouse, movement control, acquisition and procurement); Service Delivery (Transport, aviation, medical, engineering, life support); control and compliance functions. •Certifies mission expenditure. •Advises the SRSG on all matters pertaining to administrative and logistical support. •Plans, organizes, implements, manages, and oversees the activities of all administrative and logistical support operations. •Provides effective management of human, financial and material resources of the mission. •Identifies broad strategies required for the development and implementation of the mission support's work programme. •Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programmes for the support activities of the mission and take the lead in securing the required human and financial resources for the mission. •Establishes a set of sound policies, procedures, practices, standards, and tools that are consistent with UN regulations, rules, policies, and practice in order to ensure proper budget, accounting, financial and human resources management and control. •Develops and implements a service optimization programme to promote continuous improvement in the quality and delivery of services to mission's clients. This will include the establishment of relevant strategic mission performance indicators which provide data and analysis for review of legislative bodies. Ensure that all processes and systems in place are relevant and cost effective. •Ensures, through collaboration with all stakeholders, the implementation of Global Field Support Strategy including, among others, commitment to supply chain management and integrated/shared service delivery that is client-oriented, responsive and allows for efficiencies wherever possible. •Liaises, negotiates, and coordinates with local authorities with respect to administrative and logistical matters. •Ensures cooperation and integration of administrative and logistical resources with military, civilian police and other substantive elements of the mission as required. •Provides guidance, support, and supervision to senior administrative and logistics support staff as well as audit and evaluation services, as appropriate. •Ensures the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility. •Maintains good order and discipline of staff under his/her overall supervision. •Represents the mission before legislative bodies, providing information and clarification in support of budget proposals. •Represents the mission support component at meetings, protocol, and ceremonial occasions, etc. Performs related duties as may be required by the SRSG, e.g., provides briefing to visiting senior officials on mission, administrative and technical support activities, etc. •Performs other related work as required.

Education Advanced university degree (Master's degree or equivalent) in international affairs, business or public administration, management, logistics, human resources management, supply chain management, finance, engineering, accounting, law or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required.

At least five (5) years of experience at managerial level working in United Nations common system field operations, including peacekeeping and special political missions and UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations is required.

Experience implementing complex support programmes and administrative rules and procedures in a volatile environment is required.

A proven track record of leadership and management in multicultural settings in a politically sensitive context is required.

Experience in providing strategic policy advice to senior level officials is required.

Experience working with or coordinating closely with uniformed and non-uniformed personnel is desirable.

Client orientation and forward-planning skills are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
