Strategic office context:

This position is in Supply Division, UNICEF HQ Division, and will be located in Communications Unit.

The Supply Division (SD) Office Management Plan (OMP) includes a set of Supply Strategies, with new approaches and continuations from past OMP cycles. Each Supply Strategy is grounded in a Theory of Change to show where SD is positioning itself to move towards and the pathways to support such change.

Work in the Communication unit, on both external and internal communication is crucial elements to support strategy implementation.

How can you make a difference?

Under the general guidance of the Supply Division Director and the Deputy Director, Operations, and in collaboration with other management functions, the incumbent is responsible for developing, managing, coordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on a regular and on-going basis with internal and external audiences, with the objective of promoting awareness, understanding, support to the importance of access to essential supplies and services for children globally.

You will be accountable for:

  • Communication strategy: Under the overarching SD Office Management Plan and the UNICEF Strategic plan, lead, develop and implement a clear communication strategy and associated work plan to increase visibility of essential supplies issues in the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization's credibility and brand. Have a clear and purposeful strategy to engage internal stakeholders, within UNICEF and the Supply Community, to drive understanding, support and results in the area of access to essential supplies for children. Ensures that all Supply Division Centres and Strategy Leads in SD receive technical support and guidance in the development of communication (internal and external) materials. Produce, update and ensure compliance with procedures and guidelines pertaining to communications.
  • Media relations: Supply Division, and in collaboration with DGCA, has a well-managed communication team that maintains and continually develops a contact list of journalists and media outlets covering all media - print, TV, radio, web etc. - and a successful process of communicating and maintaining regular contact and close collaboration with the media to communicate the story of UNICEF work on supplies to a wider audience. New ways are identified to increase positive exposure and leverage that prominence for new opportunities for UNICEF.
  • Networking, partnerships, and Representation of UNICEF in interagency communication initiatives: Supply Division has a well-managed communication team that maintains and continually develops a contact list of individuals, groups, organizations and fora, whose support is essential to/can assist in achieving the advocacy and communication objectives of the communication strategy. Network is developed, strengthened and maintained with the UN City team, UN communication counterparts and counterparts in key partner organizations. Representation of UNICEF in interagency Communication initiatives. Ensure that supply narratives are shared and well-reflected in different forums, external to Supply Division, with the UN City and other key partners.
  • Special events: Supply Division has well-managed relations with external stakeholders, including the Danish Ministry of Foreign Affairs, the Danish National Committee, among others, with a well maintained and continually developed contact list and who actively participate in special events and activities that support Supply Division's goals. Co-ordinate closely with DGCA and SD Centres in the high-level visits and ensure the adequate level of visibility and communication around such events. Manages in-house exhibits, including coordination of warehouse visits by external parties, and photography/videography of visits as applicable.
  • Global priorities and campaigns: Supply Division has an effective process in place for integrating and taking action on UNICEF's global communications priorities, campaigns and partnerships, integrating these into the Supply and Logistics work, as well as providing/enabling coverage of the work. Captures and assesses internal and external communication needs and opportunities across Centres, provide advice, and responds with timely and appropriate products - graphic, photo and text print and online. Maintains an ongoing rolling communication plan based on UNICEF­ wide communication priorities and activities. Identifies communication opportunities to promote supply-related messages in various platforms.
  • Management: The human resources (the communication team) and financial resources (budget planning, management and monitoring) for the communication centre in Supply Division are both effectively managed and optimally used. Manage the development production and quality control of the full range of communications products, including content for web, print social media channels, etc. Oversee the sourcing, writing and editing of content including text, images and infographics for the online platforms. Create a production/editor's plan for ongoing content creation and update in conjunction with Centres. Leads and oversees the development and production of the external Supply Annual Report, and associated products (Fact Sheets, PPT, etc.) to support the Director and SD in communication, advocacy and knowledge sharing. Ensure sign-off processes are in place.

  • Monitoring and evaluation: Communication baselines are established against which the objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy, approach and activities; results and reports are prepared and shared on a timely basis.

  • Capacity building and support: The Supply Division Director, Deputy Directors and the Advisory Group are provided with expert advice and support on all aspects of internal and external communication as required. Opportunities for development among the Supply Division Communication Centre and other colleagues (e.g spokespersons) are identified and addressed; opportunities to build communication capacity among media and other relevant partners are identified and addressed. Support visibility of the Supply function in the organization. Capture and assess needs of the Supply Community and respond with solutions - communication and knowledge exchange products, events and training. Co-ordinates with DGCA, PG, PFP, PPD, regional and country offices to ensure that they receive relevant inputs on the work of Supply Division and supplies, especially in times of emergency, by providing accurate information in a timely manner. Generates stories and provides inputs for UNICEF global communication and fundraising efforts.
  • Advisory support and communication for strategic results: Develops communication approaches and guidelines, procedures that support the work in Supply Division in the area of communication, ensuring clarity of processes, reviews and approvals, for an optimal use of colleagues' time and resources. In collaboration with Supply Division's Contracting Centre and DCGA (Brand Unit), provide guidance to queries from staff and suppliers on use of UNICEF's name and emblem, with a view of mitigating reputational risk.

Education

  • Advanced university degree in Communication, Journalism, Public Relations or Knowledge Management.

A first University degree in Communication or related fields may be accepted in lieu of an advanced University degree in conjunction with additional two years of professional work experience in the communication or knowledge management area.

Work Experience

  • Minimum 10 years of progressively responsible and relevant professional work experience, including at management level.
  • International and national work experience in both developed and developing countries.
  • Professional experience in communication, print, broadcast, new media.
  • Background/familiarity with Emergency situations.

Languages

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
