Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is to lead the Secretariat for the Climate and Clean Air Coalition (CCAC), hosted by UNEP's Economy Division, Energy and Climate Branch, Paris duty station. The CCAC is an action-oriented multi-stakeholder Coalition of member states, intergovernmental organizations, non-governmental organizations, working with cities, sub-national governments and the private sector, dedicated to addressing air pollution and climate change in an integrated way through the fast mitigation of short-lived climate pollutants (methane, HFCs, black carbon), in conjunction with CO2 mitigation strategies. The key strategies include driving an ambitious agenda, supporting national and transformative actions, and advancing policy relevant research and analysis.

Responsibilities Under the direct supervision of the Director of Economy Division, and in close coordination with the Executive Director of UNEP, the incumbent will be responsible for the following tasks:

1.Provides a leadership function for the Coalition as a facilitator of action: - In line with specific requests and decisions by the Governing Board and the Annual Meeting, the Head of the Secretariat serves as spokesperson, when needed, on behalf of the Coalition partners for the implementation of its 2030 Strategy; - Identifies opportunities for strategic alliances and organize work as first contact for country requests, maps out opportunities to advance the Coalition’s mission; - Facilitates the fostering of leadership to reduce short-lived climate pollutants and integrated action on air pollution and climate change in the near-term, targeting decision makers with direct responsibility for reducing emissions; and mobilizes resources to reduce to undertake this work.

2.Undertakes Strategic Coordination of the Coalition's Activities: - Leads and supervises, in consultation with the Coalition's partners, the preparation of the annual workplan and budget of the Coalition; - Works with UNEP's Divisions and external partners, as appropriate, to develop, implement and report on programmes and activities decided by the Coalition; - Leads and supervises activities to provide organizational and logistical support to the Coalition including managing information, facilitating communication among partners and different Sub-Groups and hubs of the Coalition, including the Scientific Advisory Panel, and organizing and supporting the Coalition's meetings; - Provides strategic direction to the Coalition and to UNEP, including through the production of papers and reports, in collaboration with internal and external stakeholders as appropriate.

3.Manages and Administers the Secretariat and Trust Fund: - Manages a small core of professional and administrative staff in a way that fosters teamwork and facilitates capacities development; - Recruits staff of the Secretariat as appropriate, taking due account of geographical balance and gender equity; - Manages the Coalition Trust Fund and any other resources made available to the Coalition; - Supervises the administrative tasks necessary for the functioning of the Secretariat and Trust Fund; - Ensures that the Secretariat's activities are carried out in accordance with United Nations regulations, rules, and procedures applicable to UNEP, in a timely fashion, and that the outputs produced by the Secretariat maintain high-quality standards, comply with its mandates, and provide effective and efficient support to the Coalition; - Represents the Secretariat during meetings of the Coalition, including the Assembly, and in relevant Sub-Groups of the Coalition including the Interim Steering Committee.

4.Undertake Communication and Outreach Activities: - Represents UNEP and the Coalition in international, regional or national meetings, seminars and other relevant events and provides substantive expertise in accordance with the Coalition' s views and vision on SLCPs issue; and - Leads and supervises communications and outreach activities of the Coalition.

Education Advanced university degree (Master's degree or equivalent) in economics/environmental/natural science, environment policy, international relations, management, public administration, or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 15 years working in leadership positions at both a national (5 years) and international (10 years) level is required. Experience working with governments at different levels and fostering partnerships, including within the UN system or a similar organization is required. Experience in convening experts, organizing high level dialogues and providing advice on policy development (national and/or international), as entailed in a Secretariat or a similar body/ institution is required. Experience in developing and nurturing an active network is required. Experience in air quality management, climate change and/or environmental health is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
