Org. Setting and Reporting In Somalia, the United Nations Mine Action Service (UNMAS) is an integral component of the United Nations Assistance Mission in Somalia (UNSOM) and United Nations Support Office in Somalia (UNSOS), supporting mandate delivery through provision of strategic advice to the Government of Somalia and explosive ordnance threat mitigation support to the African Union Mission in Somalia (AMISOM) and to the Somali Security Forces (SSF). This position is located in the United Nations Assistance Mission in Somalia (UNSOM) based in Mogadishu. The Chief of Branch, Mine Action reports to the Director, Rule of Law, with a technical reporting line to the Director of UNMAS HQ.

Responsibilities 1. Leading the development of the Mine Action component’s strategy and implementation of the Mine Action Programme: a. Ensuring the approved programme framework is delivered effectively and in a comprehensive, manner and co-ordinates work both within the Programme and with National institutions, United Nation country team and with other organizations of the United Nations System ; b. Leading in establishing relationships with national institutions and governmental authorities and engagement with donors and partners on mine action including participating in inter-agency and partner strategic meetings as appropriate and providing programmatic/substantive expertise on Mine Action issues; c. Ensuring a sound knowledge base of all the component’s work in order to provide solid evidence base and data in support of Mine Action Programmes.

2. Coordinate the development of regular substantive work programmes for the Mine Action component: a. Providing substantive and technical guidance on the development of the component’s work programme and integrating competing and/or complex elements of the external operating environment impacting the delivery of the Mine Action Programme; b. Ensuring all outputs produced by the Mine Action Programme meet required technical, safety and quality standards. c. Ensuring a fund-raising approach that capitalizes on a diverse and impactful array funding streams d. Catalyzing and promoting gender mainstreaming, innovation, use of advances in equipment and technical approaches;

3. Ensure quality oversight and supervision of the implementation of the Component’s work programme: a. Ensuring a systematic monitoring and supervision of the Mine Action component b. Ensuring budget and programmatic performance are carried out side by side, identifying risks and areas where adaptive management is required.

4. Responsible for overseeing the day-to-day management of administrative, budget and personnel issues in the component: a. Reviewing and recommending the overall budgetary allocation of the component, in close cooperation with UNSOM and UNMAS HQ and preparing and reviewing budgets and inputs for the annual budget cycle and Results-Based Budgeting; b. Evaluating and recommending human resources requirements and the most efficient administrative and organizational framework for the component, in order to enable programme implementation; c. Ensuring the most efficient and cost-effective use of the component’s financial and human resources and recommending adjustments and strategies as necessary; d. Ensuring the strictest adherence to the Delegation of Authority Framework and Further Delegation of Authority Framework; e. Providing substantive guidance, advice and support to Mission leadership, UNMAS HQ as well as Mine Action teams on the development of aspects of the Mine Action programme.

5. Perform representative functions on behalf of the Mine Action component and UNSOM as required.

    Education An advanced university degree (Master's degree or equivalent) in public administration, political studies, international relations, law, management, social sciences or related area. A first level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of fifteen (15) years of progressively responsible professional experience in the field of programme and project management is required.

    A minimum of ten years of experience in the management of programmes and projects in the areas of mine action, disarmament, demobilization and reintegration, security sector reform, stabilization, humanitarian or emergency responses is required.

    Experience in resource mobilization is required.

    Experience working with the UN system or similar international organization is required.

    Experience managing large teams is required.

    Experience in managing a mine action programme is desirable.

    Direct experience engaging with senior government officials in a complex humanitarian or peacekeeping setting is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
