Org. Setting and Reporting Supervisor: The incumbent of this post is responsible either to Director of UNRWA Affairs, or Deputy Director of UNRWA Affaires (Operations), as applicable. Supervisees: The incumbent of this post directly supervises number of professional and general services staff members and/or other personnel.

Responsibilities 1. Represents the Agency at the area level and liaises and maintains relationships with Host government authorities, refugee community representatives, Area Humanitarian Country Team (as applicable), local Internal Security Forces, local Army forces (as applicable),and humanitarian organizations and NGOs to ensure the general application of Agency policies and programmes as well as other issues of interest to the Agency in particular the security situation likely to affect UNRWA operations, or incidents affecting the humanitarian situation of Palestine refugees; establishes strong relationship with other partners and stakeholders and Governmental authorities to support and facilitate the implementation of UNRWA programmes; 2. Leads on community engagement efforts in his/her area, engages with local/municipal authorities, especially on cross-cutting issues; on matters relating to programme management, coordinates with programme chiefs and area programme officers, who are responsible for leading such efforts with the community; In close collaboration with responsible managers in the Field Office,; plans, directs and controls administrative, finance, supply, distribution, transport, personnel, building mainten Food distribution management ance and camp service function in his/her Area to ensure that the Agency’s operations and programmes address the needs of refugees within the context of the local political, social and security situations, in line with the agency strategy and reports on their effectiveness and efficiency accordingly to supervisor; ; where necessary, takes corrective measures within his/her authority as outlined by DUA or D/DUA (O) (as applicable) 3. Oversees the management of area camps services including solid waste disposal and food distribution process; implements policies, procedures and programmes and advises and/or recommends changes, as necessary. 4. Is responsible for effective communication in his/her Area; disseminates information collected through regular meetings with relevant interlocutors to his/her team members, the Front Office, Chiefs and/or Heads of Programme and Support Departments; 5. Monitors the operating environment in his/her area, identifies risks and issues, including security issues, brings together key staff to foresee and address problems and advises the Field Director accordingly. In situations of acute emergencies and critical incidents, as declared by Field Director, is responsible for the Agency’s emergency response and has the authority over all staff and assets in the designated Area; coordinates such matters with responsible staff at Field Office level; 6. Is accountable for the control and efficient allocation of financial and human resources allotted to his/her respective area; s 7. Leads area level inter-departmental coordination and collaboration to ensure implementation of cross-cutting themes such as protection, gender equality, inclusive approach to address issues related persons with disabilities and Humanitarian principles such as accountability to affect populations; 8. Where applicable, supports programmes to deliver services in their areas that further the protection of refugees”; oversees and manages the monitoring of the camps environment and the surrounding community areas; reviews the reports received from the Chief Camp Services Officers (CCSOs) on neutrality violations and protection issues affecting Palestine refugees, provides information to Protection & Neutrality department regarding protection threats and incidents; 9. Advises on training of Agency staff assigned to his/her Area with particular emphasis on cross-cutting themes. 10. Performs other duties as may be assigned by the supervisor.

- Fixed term Appointment for 3 years; including 1 year of probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need. - Monthly basic salary: 1215.70USD - Grade: 20
