Strategic context

The Monitoring, Strategic Data and Evidence Centre in Supply Division focuses on generation, synthesis, use and sharing of evidence and data for supply chain optimization, programme design, change and learning for improvement, and demonstrates results and achievements. The centre serves as the centralized source for official supply and logistics data, statistics and analysis, and is the normsetting entity for UNICEF end-to-end supply chain data. It leads on performance monitoring, including review of performance indicators, demand forecasting and supply planning, end-to-end supply chain monitoring, as well as research and evaluation, producing evidence to inform changes in supply and logistics-related internal processes (e.g., policy, compliance). It provides normative trainings on supply chain monitoring. It leverages the overall UNICEF experience on supply chain monitoring and performance to support the improvement of national supply chain performance through the increased use of data. It provides support to all SD centres, regional offices and country offices, through its cross-cutting work, and collaborates with other divisions as well as UN agencies on supply chain data and digitalization, external supply partners. Supports optimization projects, including new digital platforms, to support real-time supply chain data analytics for key decision making. By harnessing the power of large-scale supply chain data analysis, the centre serves as a centre of excellence in leading continuous transformation of data a public good, to increase the transparency, engagement and key stakeholders understanding and visibility in supply chain aspects. The position with this Job Profile leads and manages the centre, MSDEC.

Purpose for the job

Under the broad supervision of the Director, with functional matrix to Deputy Director, Supply Chain, the position leads and manages the Centre, MSDEC, leading Supply Division’s efforts in supply forecasting, supply planning, and end-to-end monitoring of supplies as key inputs to programme implementation, in measuring performance and in collecting and analyzing data and generating supply-related evidence. Moreover, this post co-leads the 'Digitization' OMP Supply Strategy in support of Strategic Plan and Sustainable Development Goals.

Summary of key functions/accountabilities:

  1. Provides effective and efficient leadership and coordination on supply planning, end to end supply chain, leadership, managerial guidance and coordination to ensure the achievement of goals set for the Supply Division and for the Supply Strategy on Digitization, in support of the Strategic Plan and SDGs.
  2. Ensures that the Centre has the right set of skills, is fit-for-purpose and serves as the centre of expertise on UNICEF supply and logistics data, statistics, analysis, evidence generation, and evaluation as well as the norm-setting entity for supply & logistics data.
  3. Ensures real time data accuracy and reporting, analysis and statistics are provided management decision-making, and for UNICEF statutory reports , including the Supply Annual Reports, the UN Annual Statistical Report, key MoU and donor reports, and audit reports.
  4. Provides leadership and channels expertise on performance measurements and management results in terms of guidance, anticipatory corrective measures to improve performance, implementation, visualization and use for Supply Division and the Supply Function but also in collaboration with global, regional and HQ level in support of UNICEF-wide performance related activities.
  5. Develops, maintains and expands an appropriate center of knowledge and expertise to empower the UNICEF Supply Function with data knowledge transfer. Guide, organize processes and communicate on demand forecasting, supply planning for essential and strategic supplies, including offering support to relevant centers and offices in their analysis of information.
  6. Co-leads the digitalization agenda, data warehousing and info hubs, ensuring integration and triangulation of supply chain data, bringing a holistic end-to-end view to improve visibility and monitoring, performance assessment, planning, increase efficiency, reduce cost and support decision making, as well as for supply planning and demand forecasting for countries planning, by coordinating relevant centers, divisions and UN partners and with a focus on continuous improvement in support of Common Agenda.
  7. Ensures support to UNICEF country office logistics and supply chain operations by providing guidance, tools, systems support and technical advice in the areas of supply chain and performance monitoring, including by developing and offering normative trainings on supply chain monitoring and developing and providing access to relevant knowledge.
  8. Leverages the overall experience from UNICEF on supply chain planning and monitoring and performance assessment to support countries improve the national supply chain performance through increased use of data, ensuring such technical assistance is embedded in procurement activities and overall capacity building work offered to countries. Identify gaps in reliable data sources and influence system-design improvements that inform improvements in supply chains.
  9. Contribute and lead engagements on strategic partnerships related to digitalization of supply chain, data warehouse, supply chain forecasting, monitoring and evidence-generation issues, including with suppliers, partners and academia, donors and IFIs, and ensures transparency on UNICEF supply chain data, advocacy, communication and networking. Identify opportunities and implements enhancements that make available data as a public good, to increase the transparency, engagement with UN agencies and key stakeholders understanding and visibility in supply chain aspects.
  10. Provides any other support, as required by the supervisor.

Impact of Results****:

The outputs generated by this post will ultimately contribute to UNICEF Strategic Plan Goal Area 1, 2 and 4, and the cross-cutting priority for Humanitarian Action. Moreover, by leading the 'Digitization' OMP Supply Strategy, this post directly contributes to the UNICEF's Strategic Plan focus on data and evidence to be generated and analyzed to report on and manage progress towards results and to allow making informed decisions and designs for programme results.

Education:

An Advanced University Degree (Master's Degree)* is required, preferably in supply chain, business, , international development, statistics, or other relevant field.

*A completed 1st University Degree (Bachelor's degree) and an additional two years of relevant experience may be considered in lieu of completed Advanced University Degree

Experience:

A minimum of ten years of progressively responsible and relevant professional work experience, including at management level, relevant to supply chain data, digitalization, analytics and statistics, market analysis, supply forecasting, supply data planning and monitoring is required

Additional skills: Knowledge of Power BI and related tools are considered an asset.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset
