Org. Setting and Reporting This position is located in the African Union-United Nations Hybrid Operation in Darfur (UNAMID), El Fasher. The Chief Medical Officer (CMO) reports directly to Director of Mission Support through Chief Service Delivery and has a functional relationship to the Medical Director, Division of Healthcare Management and Occupational Safety and Health/Office of Support Operations for Clinical and medico-administrative matters and to the Chief, Medical Support Section (MSS) Sourcing Support Service/Logistics Division/Office of Supply Chain Management for Medical Logistics and operational matters.
The CMO is responsible for the delivery of a comprehensive, integrated and safe health service to all mission staff and other entitled personnel as articulated in the Mission Mandate.
Working with the UNHQ, mission and other agency planning staff, the CMO establishes the health threats to mission staff and oversees the implementation of public and occupational health other risk mitigation measures to deduce such threats.
Responsibilities Through its resolution 2525 of 3 June 2020, the Security Council extended UNAMID’s mandate, as contained in resolution 2495 (2019), until 31 December 2020; thereafter a responsible drawdown and liquidation of the Mission is envisaged.
Following the declaration of the novel Corona Virus Disease 2019 (COVID-19) as global Public Health Emergency of International Concern on 30th January 2020, several States and organizations including UN instituted measures to curb the spread.
The United Nations has been taking steps to ensure preparedness and robust response to COVID-19 pandemic in all duty stations and to enhance their response capabilities. These measures include providing all entities and duty stations with a comprehensive set of preparedness actions to implement; sensitizing staff on preventive measures; activating business continuity plans and strengthening the preparedness of United Nations health facilities.
In view of the aforementioned, the focus of this job implies the overall management of the section, responsibilities related to the control of the spread of the scourge of COVID-19 and drawdown/liquidation activities with associated budgetary resources.
Within delegated authority, the Chief Medical Officer will be responsible for the following duties:
Managerial: - Contributes to the development of mission financial, supply chain and personnel plans through identification of health resource requirements including short, medium and long-term costings of the mission health support effort. - Working with Mission and UNHQ supply chain staff, the CMO provides technical oversight of the UN provided health materiel and confirms that the health materiel sustainment arrangement for Troop/Police Contributing Countries (T/PCC) provided facilities meet the requirements articulated in UN Contingent Owned Equipment (COE) Manual and of the mission. - Leads health planning during the opening, sustainment and closure of the Mission; develops and reviews of the Mission Health Support and Casualty Evacuation Plans and develops (or oversees the development by the Force Medical Officer) discrete operational and contingency health support plans in support of specific activities. - Is responsible for the management and career development of Mission health staff, military, police and contractor provided health professionals who fall under the direct administrative and technical management of the CMO. - The CMO has technical authority for military health professionals through the Force Medical Officer and for contractor provided personnel through agreed contract arrangements. The CMO ensures that there are enough health personnel - UN, contract and military/police - in the mission to sustain services. Manages the collection, analysis and reporting of data through relevant health information systems to the UNHQ. Ensures that health staff have enough access to and training in the use of health IT systems. - In order to deliver an integrated health system, the CMO develops and oversees collective health training activities, to include the medical aspects of major incident planning, casualty evacuation and pandemic/epidemic response; oversees a programme of continued professional education for mission staff, encouraging T/PCC and contractor provided staff to actively participate. - Represents Head of Mission in liaising with the Host Nation, other UN agencies and Non-Governmental Organizations to develop joint health projects as required.
Clinico-Administrative Duties: - Manages the day-to-day operations of the mission health system including preventive, primary and secondary health services, pre-hospital emergency care incorporating the health aspects of patient evacuation within and from the Mission area. - Ensures of provision of Mission healthcare through audit and inspection of health facilities in compliance with standards established by UNHQ, including those for clinical care, patient safety and for quantity, quality and serviceability of health materiel provided by the UN or T/PCC. - Organizes/participates in addressing work environment and occupational health issues such as pre-placement and/or periodic medical examinations, sick leave administration and travel-related medical clearances. - Ensures the implementation of adequate infection prevention and control measures in the mission-wide health facilities. - Manages the interface between the medical unit and staff counselors.
Competencies Professionalism: Demonstrated ability in day-to-day management of general health or emergency health services at middle to senior management level, including the delivery of: Primary Health Care services; Pre-hospital care including patient evacuation services; Hospital in-patient care services; and Ancillary health services; Operational Health Support Planning gained through extensive experience in a civilian or military health system, emergency health service or disaster response organisation with a significant health delivery capability. Demonstrated understanding of health services governance, including: Clinical risk management; Patient safety; Professional governance; Continuing education for health professionals; and Medico-legal aspects related to the delivery of clinical services. Demonstrated capability in developing areas of: Health Material; Health Personnel; and Health Services. Demonstrated Health Services Commissioning: Development of Statements of Work; Technical evaluation proposals from contractors/vendors for the delivery of health services; and Contract development and contract management. Demonstrated understanding of health services governance, including: Clinical risk management; Patient safety; Professional governance; Continuing education for health professionals; and Medico-legal aspects related to the delivery of clinical services. Education - Currently registered to practice medicine in own country or another UN member state is required. - Doctorate in Medicine (MD) or equivalent qualification (Bachelor of Medicine/Bachelor of Surgery). - Residency in one of the medical specialties. Qualifying experience may be accepted in lieu of residency. - Training and experience in a Tropical Medicine is highly desirable.
Work Experience A minimum of 10 years of progressively responsible clinical experience including 5 years of combined clinical and management experience in one of the areas of medicine is required. A previous experience in managing health crises, like outbreaks, epidemics, and pandemics, such as the COVID-19 pandemic, is desirable. Previous experience of managing international multidisciplinary health teams is desirable. Experience in Peace-keeping missions, humanitarian relief operations, military or similar environments is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is desirable.
