IFC’s Corporate Information & Technology Department (CIT) provides IFC with state-of-the-art information and technology applications in support of IFC's investment, advisory, financial and treasury operations and various administrative functions. CIT works with IFC business sponsors and internal clients to design and implement solutions that help enable operational responsiveness, improve organizational effectiveness, and manage risks. CIT is committed to efficiently and effectively enabling IFC’s 3.0 business strategy and processes through IT investments and business solutions that deliver value for money. CIT’s key responsibility is providing IFC with an integrated digital platform that connects policies, processes, people, and knowledge across the institution in a holistic and staff-centric manner.

The solutions provided by CIT ensure that the IFC systems and applications meet the business needs of users, across a range of functions including operations and corporate business processes, information, knowledge and learning, data and analytics, financial processing and accounting, middle office operations and more. Solutions leverage modern digital delivery models that incorporate design thinking, modern application architectures, cloud platforms, data engineering and science, DevOps, agile, and more. Whenever possible and relevant, IFC solutions integrate with broader WBG solutions simplifying the technology landscape for the Group.

CIT is part of the WBG Information & Technology Solutions (ITS), led by the WBG CIO, which enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific needs of the WBG institutions and shared services that provide infrastructure, applications and platforms for the entire Group. Services provided by ITS to IFC through a shared services agreement include infrastructure, information security, vendor management, enterprise architecture, finance solutions, compliance, unified communications, mobile technologies, digital workplace solutions, library and archives, change management, learning, etc.

IFC is looking for a Chief Information Officer (CIO) and Director of CIT to further strengthen the client centric IT service delivery for the IFC business areas, providing IFC staff with the necessary tools to productively deliver on the IFC 3.0 strategy, within the context of best practices in enterprise architecture, modern sourcing techniques, modular design of solutions, and appropriate integration of IT services or platforms. The position will offer a unique opportunity to provide leadership across all IT areas, including operations and corporate business processes, knowledge and learning, data and analytics, financial processing and accounting, middle office operations and more to ensure that IFC’s business objectives are met by IT with solutions that leverage modern digital delivery models and the latest technologies and tools.

The CIO will report to the IFC Vice President of Corporate Support and to the World Bank Vice President, ITS and WBG CIO.

Duties and Accountabilities IT Strategy and Program Delivery • Lead development and implementation of a comprehensive IT strategy in support of IFC 3.0 and the corporation’s business needs. • In close coordination with ITS, ensure client-centric service delivery across IFC operational and corporate support functions in alignment with business objectives. • Oversee IT programs and projects, at HQ and offshore centers in Sofia and Chennai, that instill organization-wide trust for the IT function by ensuring service relevance, quality, and timeliness of data and systems. • Implement best practices in enterprise architecture, modern sourcing techniques, modular design of solutions, and appropriate integration of IT services and platforms within IFC and across WBG. • Proactively manage the IT portfolio of business applications throughout the entire life cycle from inception through implementation, deployment, maintenance, and retirement. • Continuously monitor the portfolio to minimize redundancies and duplication, identify gaps and make necessary adjustments. • Strengthen overall client satisfaction, cost effectiveness and delivery of projects and enable the transformation of the portfolio to meet modern standards and client expectations. • Help prepare and monitor the implementation of the IT Shared Services Agreement for all WBG services provided by ITS to IFC. • Contribute, as a full member of the ITS management team, to the establishment and implementation of all aspects of the ITS strategy and programs.

People, Team and Resource Management • Manage staff complement of close to 100 professionals, including some in Sofia and Chennai, and contractors, ensuring high quality delivery by deploying an optimal mix of staff and contractors for each program and project. • Provide direction, coaching, and feedback to develop a high performing IT team. • Model WBG leadership values and managerial behaviors. • Oversee the formulation of IFC’s annual IT investment program (historically, around US$45 million per year) and associated budget to align business priorities with state-of-the-art solutions in a cost-effective manner.

In addition to the WBG managerial selection criteria*, the following qualifications are sought: • Unquestionable integrity, strong work ethics, commitment to diversity. • Genuine commitment to development and the WBG and IFC’s mission and values. • Ability and willingness to make decisions and take accountability and hold others accountable for results. • Demonstrated ability to handle complexity and ambiguity, deal with competing priorities and tight deadlines, and work collaboratively with superior influencing and interpersonal skills. • Demonstrated ability to think strategically, develop innovative solutions and challenge the status quo; demonstrated success, at a senior management level, in designing, leading, and executing technology strategies and large-scale IT-enabled business transformation initiatives across a global organization. • Proven ability to think out of the box, drive innovation, effectively partner with business stakeholders to build strong partnerships, foster good governance, and ensure strategic business/IT alignment. • Demonstrated success leading and managing large, diverse, and multi-functional teams in multiple locations spread across the world. • High level of technology awareness and good knowledge of the disruptive technology trends especially in the fields of data science, analytics, automation, machine learning. • Experience in software technical design, planning, project management, implementation and support for a variety of enterprise applications solutions (including Enterprise Resource Planning, business process optimization, information and knowledge management, and business intelligence domains). • Experience in deployment, integration, and on-going management of enterprise applications as well as proficiency in managing risk in IT application delivery environments. • Knowledge and practical experience across a formal systems development life cycle, from business requirements analysis through to day-to-day management. • Experience in managing and negotiating with global and niche IT service vendors, including leveraging fixed price contracts, managed service contracts, staff augmentation frameworks, and other sourcing models to ensure optimal delivery of expertise at the right price point. • Excellent written and verbal communications skills. • At least 15+ years of relevant experience. • Advanced degree in Computer Science, Engineering, Business, or other relevant discipline.
