The PFP Chief of ICT reports to the Deputy Director of the Finance and Operations at the Private Sector Fundraising and Partnership Division, with an indirect reporting line to the Deputy Director of Solutions and Services at the Digital Core, ICTD, Valencia.

For every child, a champion

The purpose of the Chief of ICT role is to provide ICT leadership, technical support, oversight and quality assurance to the Private Sector Fundraising and Partnership Division and Country Offices with private sector fundraising activities through the RSCs (Regional Support Centers) on PFP specific business-applications, tools and technologies. The Chief of ICT also provides advisory support and services to the UNICEF’s National Committee globally upon request. In addition, the Chief of ICT also holds Geneva Common Services portfolio and oversees the Customer-Care and ICT-Infrastructure support and services for UNICEF entities in Geneva - PFP, ECARO, EMOPs and outposts. This also includes management of business relations with business-partners, stakeholders and vendors; facilitating governance, demand prioritization, compliance and partnerships to foster and inspire innovation. Moreover, the Chief of ICT plays a key role in the implementation of the ICT strategy, reinforcement of ICT evolution and boosting ICT business alignment, divisional/regional -cohesion, and alignment.

How can you make a difference?

Summary of key functions/accountabilities:

1. Strategic Planning, ICT leadership, oversight, technical support and quality assurance at the Private Sector Fundraising and Partnership division, and at the PSFR operations across UNICEF through PFP-RSCs:

  • 1.1. Formulate divisional ICT strategies and IT workplans aligned with corporate strategies, divisional priorities and UNICEF’s global enterprise architecture.
  • 1.2. Advise and assist the PFP Director and the Deputy Director O&F in exercising the ICT accountabilities across Private Sector Fundraising and Partnership operations, to maximize ICT efficiency and effectiveness and promote the innovative use of cutting-age technology to advance UNICEFs mission.
  • 1.3. Leverage the divisional authority to ensure PSFR country offices and the PFP-RSC leadership have clear understanding of, and the support for PFP specific technological undertakings, standards and compliance.
  • 1.4. Work closely with the divisional chiefs within PFP division, PFP-RSCs and the Regional Chiefs of ICTs across UNICEF for better integration of technology and best practices across UNICEF’s PSFR operations.
  • 1.5. Oversee the development and implementation of risk informed standards, policies, guidelines and means of verification for quality assurance, including provision of support for PFP related digital solutions and technical interventions.
  • 1.6. Advocate for the divisional business cases, interests in the interactions with the ICTD leadership and participate in global platforms to express the divisional viewpoints and needs for inclusion at the enterprise level.

2. Implementation of the divisional strategies through management of business-relations, and by facilitating good governance, partnerships, compliance and information security:

  • 2.1. Provision and facilitate good governance of ICT enabled business-solutions to ensure they are fit-for-purpose, cost-effective, scalable, agile, secured and compliant to PFP strategies and ICTD standards.
  • 2.2. Establish and oversee appropriate project management mechanisms for divisional IT projects, their implementation strategies and post-production support mechanisms.
  • 2.3. Assist the PFP-RSCs and the PSFR country offices to enhance, develop and implement strategic country level or regional partnerships to enable or accelerate the delivery of PFP related ICT solutions and services.
  • 2.4. Help improve or develop guidelines for the evaluation, assessment, and oversight of IT-service-providers and third-party vendors of PFP-related services and digital products.
  • 2.5. Assist compliance of PFP related business-solutions and technologies at the PSFRs globally as per the UNICEF standards, industry-standards and as per the host-governments regulatory requirements vis-à-vis the Basic Cooperation Agreement (BCA).
  • 2.6. Review and support development of business-cases and facilitate their review and approval through the project-portfolio management deliberations.
  • 2.7. Ensure alignment with UNICEF Enterprise Architecture (EA) and ICT Enterprise Risk management, when designing business solutions.

3. Evolution of divisional ICT platforms, business-solutions, tools and services aligned with business requirements and demand prioritization:

  • 3.1. Maintain a Divisional portfolio of ICT enabled projects and manage the development and implementation of ICT systems and ICT-enabled business process improvement initiatives by PFP.
  • 3.2. Facilitate and support the continuous evaluation and support for evolution of ICT-enabled business-solutions and services in the PFP Division and across the PSFR country offices.
  • 3.3. Participate and support in assessments of digital business-solutions vis-à-vis evolving business-needs in the division and across PSFRs.
  • 3.4. Facilitated assessment for IT-resources in the division and PSFRs vis-à-vis the business-demand including provision and prioritization of IT resources.
  • 3.5. Verify and support PSFR country offices adherence to the corporate and divisional (PFP) ICT standards, policies, procedures and guidelines including projects to ensure compliance.
  • 3.6. Liaise and act as an intermediary between the division, RSCs and PSFRS and headquarters to keep all informed of lessons learned, new initiatives and opportunities.
  • 3.7. Channel the divisional contributions, and facilitates demand prioritization and cohesion, to advance and modernize UNICEF’s fundraising operations and influence the collective digital-evolution and business alignment.
  • 3.8. Develop and support provision of SME oversight and technical support for ICT at the PSFRs globally and help them stay abreast of the latest developments and best practices concerning PFP specific IT systems and solution.

4. Digital transformation by facilitating innovative use of technology in Private Sector Fundraising and Partnership operations and activities:

  • 4.1. Promote and support provision of environment, processes and platforms to facilitate innovative use of digital technology in operational and fundraising initiatives contributing PFP strategies.
  • 4.2. Advise divisional Chiefs, PFP-RSCs and PSFR community on ways to promote creativity and innovative thinking and making the best use of technology leveraging opportunities from within and outside UNICEF.
  • 4.3. Evaluate the digital innovations and initiatives at the divisional and PSFR levels; identify potential opportunities and possible risks to ensure improve productivity, efficiency and effectiveness.
  • 4.4. Explore and facilitate connecting private-sector partners and academia to innovation opportunities, i.e., vocational schools, colleges, universities and the technology vendors.
  • 4.5. Develop and facilitate means to assist fundraising activities at PSFRs globally to engage the private sector to maximize their involvement and contribution in innovation.

5. Improved delivery of results thorough information/knowledge management, IT resources and Service management:

  • 5.1. Facilitate adoption and implementation of business intelligence and analytical tools to facilitate evidence-based approaches and decisions.
  • 5.2. Provision environment for PFP division and PSFR community to promote the use of technology and best business practices for better knowledge management, increased capacity building and to preserve the institutional memory.
  • 5.3. Manage provision of customer-care and infrastructural support and services to ensure productivity and improve efficiency and effectiveness to all UNICEF entities based in Geneva (PFP, EMOPs, ECARO and PD outposts).
  • 5.4. Ensure ICT specific service alignment with the global Customer Care team in GSSC.
  • 5.5. Ensure availability of critical systems and data in the event of a crisis, including through active participation in the Crisis Management Team and business continuity simulation activities.
  • 5.6. Lead and develop IT staff through coaching, mentoring, and ongoing real time feedback.
  • 5.7. Identify and oversee opportunities for capacity building and career development for IT staff in the division.
  • 5.8. Promote management accountability, performance excellence, inclusive environment and work life balance for ICT staff.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree is required in computer science, software engineering, information technology management, business administration, or another relevant technical field.
  • Alternative, a first level University Degree in a relevant field combined with (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of ten years of professional experience in information technology management and business operations in a large international organization and/or corporation is required.
  • Experience in a UN organization is an asset.

Technical Competencies:

  • Certification and/or proven experience in ICT Project Management, Business Analytics, Information Security, Ecosystem of CRM Technologies, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
