Org. Setting and Reporting This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Chief of Section, Geospatial, Information and Telecommunications Technologies reports directly to the Chief of Operations and Resource Management.

Responsibilities Within delegated authority, the Chief of Section, Geospatial, Information and Telecommunications Technologies will be responsible for the following duties:

  • Provides policy guidance to Senior Management on conceptual strategy development and management of the implementation of overall strategies, policies, and procedures.
  • Plans and oversees the management of activities undertaken by the Section; coordinates with other Field Missions on matters related to ICT operations and support; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section.
  • Manages and supervises the work programme of the Section under his/her responsibility; coordinates the work effected by the Section; provides programmatic and substantive reviews of drafts prepared by others.
  • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as Advisory Committee on Administration and Budgetary Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly, and other policy-making organs, as appropriate.
  • Provides expert advice to the Mission leadership for technology innovation initiatives and provides required change management capacity.
  • Provides analyses and determination of short and long-term telecommunications/information requirements of the Mission; develops, designs, and implements approaches, evaluates cost-benefit of alternative approaches.
  • Plans and prepares the inputs for the work program of the section; provides leadership, guidance, and mentoring for the senior staff, and fosters teamwork and improved communications among all staff of the service; leads the development of training modules and other training activities in all aspects of ICT; coordinates and oversees delivery of ICT training to staff and other users in the Mission.
  • Takes the lead in the preparation of the Mission's ICT budget; coordinates the generation of reports to the relevant HQNY finance and budget review bodies as required.
  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective, and based on comprehensive data; ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Serves as the main liaison, and represents the service, with its clients; negotiates and coordinates with relevant national authorities with respect to ICT policy and related matters; ensures effective coordination with various UN agencies in order to maximize possibilities of inter-agency collaboration in the field of ICT.
  • Manages the acquisition of goods and services; coordinates needs assessments and the establishing of benchmarks, and the preparation of SOWs and RFPs in the coordination with the Procurement office to establish and manage contracts.
  • Ensures proper inventory control and asset management of ICT systems and services in coordination with the mission's Property and Inventory Control Unit.
  • Serves on various committees and review bodies within the mission as required.
  • Performs other duties as required.

    Competencies - Professionalism: Knowledge of Information Systems and Telecommunications Technologies for large and complex organizational environments; Ability to organize and manage diverse and cross-functional groups, across geographically dispersed locations, for largescale regional and, where applicable, inter-mission projects in conflict and post conflict areas; Conceptual and strategic analytical capacity to understand the telecommunications/information systems and business operational issues so as to thoroughly analyze and evaluate critical systems matters; Ability to manage large teams, and to provide substantial advice on long-term investments into Mission's infrastructure to integrate with broader strategic, policy and operational objectives; Knowledge of administrative, budgetary, financial, procurement and human resources policies and procedures; Ability to provide specialized advice on a broad range of ICT issues to the Senior Management of the Mission.

    Education Advanced university degree (Master's degree or equivalent) in Telecommunications, Information Systems Geospatial Technology, or related area. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of 10 years of progressively responsible professional experience in the strategic global planning and design of highly complex Information and Telecommunications networks and systems including at least 5 years of experience at the managerial level is required.

    Proven track record of managing and delivering highly complex projects and experience in integrating large-scale Information and Telecommunications Systems is required.

    At least 5 years' experience providing services in Information and Telecommunications Systems in a field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

    Experience supervising large teams is required. Experience in budget, staffing and performance management and reporting is desirable.

    Experience of working with Enterprise Resource Planning Systems is desirable.

    Languages English and French are the working language of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.
