UNICEF is looking for an experienced Financial Reporting/Accounting professional with relevant experience in International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Accounting Standards (IFRAS), preparation of financial statements, development of financial business processes, internal controls and related policies and procedures. The candidate should have significant supervisory experience and in-depth knowledge of Enterprise Resource Planning (ERP) systems, such as SAP. An internationally recognized professional qualification along with work experience in international accounting firms as well as non-profit sector will be an asset.

How can you make a difference?

Under the direction of the Deputy Director, Financial Reporting and Grants Management Section, s/he manages the financial reporting activities of UNICEF and ensures that all financial transactions relating to UNICEF’s operations are completely and accurately recorded in a timely manner in compliance with UNICEF and UN Financial Regulations and Rules and applicable accounting standards and policies. Duties include:

1. Review the financial statements and reports prior to submission to the Deputy Director.

2. Review, on a regular basis, all financial accounts relating to UNICEF’s financial operations to ensure correctness thereof, identify problem areas and inform responsible offices – including HQ locations such as Geneva, Budapest and Copenhagen - to take corrective action as required.

3. Direct professional and support staff to process, validate, record, review, analyze and reconcile accounting entries, data and balances relating to UNICEF’s financial transactions.

4. Develop, review and update accounting policies, procedures, systems and accounting instructions in conjunction with the senior staff of DFAM in response to business requirements and as required to improve and promote the standard of financial accounting.

5a. Provide authoritative advice to field offices on all developments and changes within the organization regarding accounting policies, procedures, systems and instructions.

b. Make proposals for and assist with the development of appropriate training materials and activities for HQ and field office staff involved in accounting regarding all such developments and changes.

6a. Provide authoritative advice and assistance to senior management relating to accounting policies and practices concerning accounting for field offices and related programme transactions.

b. Represent the Deputy Director at the HQ, field office and regional levels and with other UN agencies regarding accounting matters.

7. Provide authoritative justification on the Financial Reporting and Grants Management Section’s position regarding professional / technical matters which become the subject of audit observations. Ensure that appropriate audit recommendations on accounting matters accepted by management are implemented as appropriate and included in the formulation of policies and procedures as well as in the development of new systems.

8. Review the financial reports which are required for external purposes (e.g., UNICEF Annual Report, Executive Director’s Annual Report, UNICEF Report on Regular Resources, etc.) for consistency with UNICEF’s audited financial statements.

9. Develop, establish and monitor work plans and review staff performance to ensure that established goals and objectives are achieved.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters or higher) in Business Administration with concentrations in accounting is required, and/or equivalent professional certification qualification (such as Chartered Accountant [ACCA] or Certified Public Accountant [CPA].
  • A minimum of ten (10) years of extensive responsible professional accounting experience in a large institution, half of which should be in a senior management position, is required.
  • Experience working with International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standards (IPSAS) is required.
  • Experience working in a non-profit, multicultural environment, and/or a large international accounting firm is highly desirable.
  • Knowledge and experience of the United Nations (UN) system is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
