UNICEF has worked in Venezuela since 1967, progressively broadening its support after the opening of a UNICEF Office in the country and the signing of the first cooperation agreement between Venezuela and UNICEF in 1991. UNICEF works in partnership with national and sub-national authorities, civil society, academia and the private sector.

Currently, UNICEF is implementing the expansion of the cooperation programme agreed with the Government of the Bolivarian Republic of Venezuela to better contribute to address national priorities and emerging needs faced by the most vulnerable children in the context of the economic crises. This expansion of the programme is being implemented through technical cooperation, capacity building, supply delivery, and communication and advocacy strategies aiming to strengthen national capacity in the areas of Nutrition, Health, WASH, Protection and Education.

How can you make a difference?

Under the supervision of the Representative the incumbent will coordinate – in full consultation with the Deputy Programs and Deputy Operations – the implementation of the operations and project/programme activities in the field, to ensure the survival, well-being of children and mothers and communities affected by the humanitarian situation in the country.

Under the overall guidance of the Representative, and based on the decisions endorsed by the Senior Management Team, the Chief of Field Operations is responsible for the coordination of field-based programmatic activities (humanitarian and recovery); the mobilization of support (programs and operations) needed by field offices to deliver principled results for children, the contribution to resources mobilization initiatives; the routine support to the humanitarian architecture in support of the Representative’ framework of accountabilities and coordinate the work of cluster coordinators. Provide leadership to Chief of Field Offices and ensure effective work planning and programme implementation and monitoring of results in the field.

  1. As part of the senior management team participate in meetings (SMT, CMT, PMT, crisis management meetings etc…) as required to bring the field perspective into the Country Office (CO) decision-making, ensure the integration of emergency response goals and objectives at all stages of the programming process i.e. the situations analyses’, risk informed programming, annual needs assessment, strategy planning, field monitoring, supply monitoring evaluation and capacity development of field staff. Ensure a conducive environment for the achievement of programmes objectives including but not limited to child-focused work planning, implementation of activities, office organization, operations, logistics including pre-positioning of emergency supplies, deployment of human resources and availability of financial resources.
  2. Provide overall leadership, guidance, supervision and direction to field offices by maintaining constant interaction with Chief of Field Office and by undertaking regular field visits to ensure effective decentralization for program planning, day to day program implementation, continuous monitoring and reporting by field offices. Lead and coordinate UNICEF’s Emergency Preparedness and response plans at national and local levels; continuously assess field offices preparedness and update to the EPRP and other contingency planning processes as required.
  3. Under the guidance of the Representative, support the Deputy Representative for Program, the resource mobilization team and the Communication team in maintaining a strong relation with donors; contribute and review donor reports, review and input donor proposals, in monitoring and updating emergency programme funding priorities; in providing support to fund raising activities; in contributing to the formulation and implementation of advocacy, recovery and transition strategy as deemed appropriate by UNICEF.
  4. Coordinate UNICEF's contribution to the IASC humanitarian architecture and actors (national, state and local levels) with the aim of upholding principles humanitarian response and strengthening the management of the cluster system; participate in all strategic emergency/humanitarian cluster and inter-cluster coordination and performance management mechanisms; promote the CCC (Core Commitment for Children in Emergency) as the core principle of UNICEF’ role and response; advocate for the establishment of key enablers to effective humanitarian action; and, leverage UNICEF’s field presence to advance child rights and deliver effective, suitable and innovative services.
  5. Under the guidance of the Representative, maintain continuous and constructive coordination and liaison with Government, UN agencies, Standby Partners, NGOs, donors and other COs emergency teams on aspects related to the special needs of children and women threatened or affected by crisis situations; and, monitor socio-economic and political developments that could be of concern to children.
  6. Work with the Program Specialist supporting the Representative in preparing communication materials and analyses related to the advocacy or communication roles of the Head of Office; collaborate with the Deputy Operation and the Security Specialist on issues affecting field staff safety, security, well-being and well fare; and, maintain efficient and fluid coordination and communication with the two Deputy Representatives (Programme and Operations) on all matters related to the effective functioning of field Offices.

    Impact of Results:

  • Typically, as head of a large section reporting directly to the Representative, provide leadership, coordination, guidance and direction for sectorial/inter-sectorial programme management to help the Supervisor discharge his/her responsibilities. In addition, assist the Representative in the management of the AAP team (Accountability to Affected Population).
  • Share with Representative and Deputy Representative of Program the primary responsibility for the formulation, implementation, coordination and monitoring/evaluation of priority sectorial programme goals and objectives.
  • Co-share with Representative and Deputy Representative Operations the implementation and monitoring of administrative decisions taken to improve efficiency and effectiveness of field-based operations, oversight of partners, accountability of resources and staff safety and well-being.
  • Hold primary responsibility for effective management of the Section, including staff supervision, compliance monitoring, financial accountability of funds entrusted to the Section and human resources management and development (e.g., staffing, training, learning and development)

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public or Social Policy, Sociology, Social or Community Development, or other fields related to the work of UNICEF.
  • A minimum of 10 years of relevant professional experience in complex humanitarian response at national and international levels; at least one year as Head of Field Office in managing and emergency response team; and, proven managerial exposure to humanitarian coordination architecture and the cluster system.
  • Experience in post-crisis recovery and development (particularly community-based) is considered an asset.
  • Experience in contributing to building emergency response capacity of UNICEF teams and partners – including NGOs and Government counterparts
  • Fluency in English and Spanish is required.
