Purpose for the job:

Under the guidance of the Deputy Representative and supervision of the Emergency Specialist (Emergency & Field Coordinator), the Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within UNICEF Madagascar country programme. The CFO represents in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

How can you make a difference?

Summary of key functions/accountabilities:

1. Effective management of UNICEF presence, staff and assets

  • Represent UNICEF in the region, by participating in meetings and events, moving forward the agenda for children.
  • Facilitate, take and implement measures to ensure safety and security of UNICEF staff and assets.
  • Effectively lead the Field Office team and manage the performance and conduct the staff members to deliver results for children

2. Support to programme development and monitoring and reporting

  • Support and contribute to the preparation, design and updating of the situation analysis for the sector(s) to establish a strategic plan for development, design and management of programmes. Keep abreast of development trends to enhance programme management, efficiency and delivery.
  • Supports development of proposals, concept notes, field visits
  • Participate in strategic programme discussions on the planning programmes outputs in designated area.
  • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
  • Support UNICEF humanitarian and nexus approach, liaise with programme section, transversal sections, operations sections to ensure rapid adaptation of intervention and measurable, sustainable results.
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Reinforce, consolidate, analyse and disseminate data, information, monitoring

3. Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
  • Propose and implement strategies to reinforce accountability and participation of local populations
  • Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices.
  • Assess, institutionalize and share best practices and knowledge learned.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Organize and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on related programmes/projects in both humanitarian and development contexts.

4. Technical and operational support to programme implementation

  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, and best practices and approaches to support programme development planning, management, implementation and delivery of results.
  • Facilitate and reinforce UNICEF MCO PSEA (Protection from Sexual Exploitation and Abuse) approach, especially as regards to CSO (Civil Society Organizations) and government partners.
  • Participate in discussions with national partners, clients and stakeholders to promote humanitarian and development issues in sectoral (Wash, education, nutrition, social policy, child protection, health) areas and on transversal issues (gender, disabilities, climate change, adolescent).
  • Draft policy papers, briefs and other strategic programme materials for management use, information and consideration.
  • Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies.

5. Rights-Based, PSEA and Results-Based Programme Management Approach

  • Adopt rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks. Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.
  • Prepare and submit viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.

6. Partnership, Coordination and Collaboration

  • Develop partnership and collaboration with internal and external counterparts, including other field offices, the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data. Set up and co-animate regional coordination groups in sectors led by UNICEF.
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability, particularly as regards to HACT processes.
  • Maintain close collaboration with heads of sectoral programmes in the CO, Regional and HQ advisers for effective overall coordination on programmes.

POSITION GRADE FACTORS

  • As a line manager, effective and efficient programme planning, design, implementation and administration of either a small programme or specific project activities within a major programme that focus on achievement of UNICEF's programmatic priorities.
  • As a technical expert, provide timely and effective expert advice, guidance and input on situation analysis, programme strategy, planning, implementation and evaluation and human resources.
  • Make viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women.
  • Responsible for certification of allocation and disbursement of funds; determine supply and cash needs to ensure programme delivery meets targeted goals and objectives.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.
  • A minimum of five years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Familiarity/ background with emergency is considered as an asset.
  • Fluency in French and Malagasy is required. Knowledge of English language is an asset.
  • Open to Malagasy nationality only.
