Org. Setting and Reporting This position is located in the External Outreach Service, Executive Direction and management, of the Office of the High Commissioner for Human Rights (OHCHR), and the incumbent reports to the Deputy High Commissioner for Human Rights.

Responsibilities •Develops and implements an effective OHCHR vision and strategy for building alliances and strategic partnerships for enhanced visibility and resource mobilization for the Office; •Provides integrated direction, substantive guidance, cohesion and collaboration for the Service under his/her supervision: (Communications and Public Mobilisation Section; Donors and External Relations Section; Meetings; Media and Public Positioning Section; Meetings, Documents and Publications Unit); •Advises and supports the High Commissioner and the Deputy High Commissioner on strategic initiatives to create internal and external synergies aimed at enhancing the visibility of the Office vis-à-vis external partners and audiences leveraging the impact of the Office’s partnerships, and at strengthening financial resources and other kinds of support for its activities; •Liaises with Directors and other OHCHR managers to coordinate external outreach and development of targeted visibility and fundraising strategies; •Participates in international, regional or national strategic meetings and provides programmatic /substantive expertise on partnerships and outreach, and holds programmatic /substantive and organizational discussions with representatives of other institutions; represents the Office at relevant international, regional or national meetings; •Provides relevant input into the preparation of reports for presentation to intergovernmental bodies including the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly, other policy-making organs including the Executive Committees, as appropriate; •Chairs the OHCHR Publications Committee; •Takes part in and provide substantive advice in Office-wide policy-making, including the Senior Management Team, the Policy Advisory Group, and the Programme and Budget Review Board; •Ensures that the outputs produced by the Sections under supervision maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections meet required standards before completion to ensure they comply with the relevant mandates; •Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Sections under supervision, including preparation of budgets, reporting on budget / programme performance, evaluation of staff performance (PAS), and other staff matters including recruitment, staff development etc. and preparation of inputs for results-based budgeting; •Performs other related duties as required.

Education Advanced university degree (Master's degree or equivalent) in communications, public relations, business, public administration, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in resource mobilization, administration, financial management, communication or related field is required. Experience with private sector resource mobilization is desirable. Experience in an international organization or non-governmental organization is desirable. Experience managing large teams (of 50 or more) in a multicultural/international context is desirable. Experience in enhancing visibility and financial support for an organization is desirable.

Languages English and French are the two working languages of the UN Secretariat. For this post, fluency in English and in another official UN language is required. Knowledge of a third UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise followed by a competency-based interview.
