Organizational context

The Evaluation Office (EVL) supports the Organization to accomplish its objectives by systematically conducting evaluations to provide accountability for achieving results and by promoting organizational learning that informs policy and operational decisions. The Chief Evaluation Officer will support the Director, Evaluation, in: (i) ensuringthe implementation of the Evaluation Policy throughout the Organization; (ii) managing EVL as the independent evaluation function of the Organization; and (iii) providing overall strategic direction on evaluation across the Organization. The Chief Evaluation Officer will in particular: (i) oversee the centralized evaluations under EVL responsibility, from planning through to utilization; (ii) ensure that EVL maintains a high level of technical expertise; and (iii) support the provision of technical back-stopping and quality assurance for decentralized evaluations. She/he will engage actively with external evaluation networks and entities, in particular the United Nations Evaluation Group (UNEG) and Inter-Agency Humanitarian Evaluation (IAHE) mechanisms.

Job Description

The mission of the Evaluation Office (EVL) is to contribute through strategic evaluations to the achievement of WHO'strategic objectives and promote a culture of evaluation at all levels of the Organization. Through this programme, EVL aims to support performance improvement, enhance accountability for results, and promote organizational learning.

Summary of Assigned Duties

1. Support the Director in the development of relevant systems/strategies/institutional frameworks to ensure the implementation of the Evaluation Policy throughout the Organization.

2. Working closely with the Director and in consultation with key organizational stakeholders, develop a strategic programme of centralized evaluations, which would be aligned to WHO's strategic priorities and reflected in the biennial evaluation work plan to be reviewed at the Executive Board.

3. Lead the execution of the programme of centralized evaluation, allocating adequate technical, financial and human resources to each evaluation, providing appropriate guidance to evaluation staff and teams, and ensuring the high quality standard of these evaluations. Selectively lead or manage the evaluations of strategic importance and high complexity.

4. Promote appropriate use of evaluation findings through effective feedback loops from evaluation to policy- and decision-makers, operational staff and other stakeholders.

5. Develop normative and technical guidelines for evaluations, especially for decentralized evaluations conducted by programmes, regional and country offices, and support the promotion of their application.

6. Support EVL in its budgetary and human resource management, ensuring high technical and professional standards of the office staff and consultants through appropriate recruitment and capacity building activities, and advising the Director on the best use of existing human and financial resources.

7. Build and maintain partnerships with Member States and other stakeholders for EVL to achieve its objectives and to promote the results-based and evaluation culture of the Organization.

8. Represent EVL as needed

Required Qualifications

Education

Essential: Advanced level University degree in social sciences, public health or related field.

Desirable: Advanced training in evaluation.

Experience

Essential: A minimum of 15 years of evaluation experience, including both management and conduct of evaluations, and including some experience in highly complex evaluations. Effective management and leadership experience in an international or multicultural environment.

Desirable: Work experience in developing countries.

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6968 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
