Under the supervision of the Deputy Representative, provide exemplary management, oversight and leadership to the emergency team to ensure adequate emergency preparedness and response, provide leadership and expertise on overall UNICEF emergency strategy to maximize holistic results for children in humanitarian situation; provide oversight and guidance on preparedness and response to sudden emergency; manage efficiently rapid response and cash programmes and funds allocated to emergency section; support UNICEF’s effective external representation and coordination in influencing and leveraging for child rights in DRC; provide oversight and technical guidance to the UNICEF led clusters coordinators (WASH, Nutrition, Education, Child Protection, NFI).

How can you make a difference?

  • Maintain a healthy, respectful, safe and secure work environment that complies with UNICEF's zero tolerance commitment against all forms of harassment and abuse and with United Nations Security Management System (UNSMS) provisions for my duty station.
  • Lead and provide technical expertise for the development of convergent and intregrated emergency programme strategies and response.
  • Engage and support engagement with the inter-agency coordination fora in order to influence the overall humanitarian strategy, advance UNICEF’s priorities and highlight humanitarian gaps. Maintain continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors for an effective emergency response in all sectors. Ensure that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
  • Participate in the formulation and development of plans of action in preparation and response to emergencies, and monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response in the DRC. Ensure the Emergency Preparedness Platform (EPP) is regularly updated.
  • Assess local conditions resulting from the emergency situation affecting children and their families in the country. Leads and/or participates in needs assessment missions in order to determine priorities and an appropriate intervention by UNICEF in close collaboration Field offices and partners.
  • In close collaboration with Emergency Managers, Emergency Specialists UniRR and Cholera based in Goma and Emergency Specialist Cash based in Kinshasa, provide technical expertise to the development and implementation of effective and efficient rapid response programs (UniRR and Cholera Rapid Response) as well as Cash programmes.
  • Oversee the effective coordination of the clusters led by UNICEF both at national and hub level.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields. *A first University Degree in a relevant field combined with 8 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of ten (10) years of progressively responsible professional in managing of emergency programmes/projects and emergency teams in complex emergencies including displacement context and public health emergencies (displacements, disasters management, public health emergencies, others).
  • Previous experience in coordinating Emergency response with UNICEF is highly desirable.
  • Previous Experience in DRC is an asset.
  • Experiences in rapid response programme is an asset.
  • Specialized training/experience in emergency response management highly desirable.
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
