The Senior Emergency Coordinator reports directly to the Deputy Representative, Programmes, and in consultation with the Programme Section Chiefs and CFOs, the position is accountable for supporting and coordinating all aspects of UNICEF Somalia’s emergency preparedness and response through the Country Programme.

When delegated by the Representative and/or Deputy Representative, Programmes, this post will represent UNICEF at senior strategic humanitarian coordination forums such as HCT; Humanitarian Coordination Forum; ICCG; and with donors.

Additionally, the post will ensure quality humanitarian performance management of and reporting on the response for children; ensure consolidated, timely and quality contributions to emergency preparedness through platforms such as the EPP; Humanitarian Response Plan/HAC preparations and support to cluster coordination.

How can you make a difference?

1) Ensure continuous flow of strategic information on the risks and vulnerabilities facing children and women in Somalia. Oversee the analysis of information and identification of trigger mechanism, for the purposes of early warning.

2) Ensure effective interagency collaboration to establish early warning systems that include a focus on children. Through innovative technologies ensure that early warning data and relevant hazard analysis are captured and utilized to impact in real time on UNICEF’s planning and responses.

3) Support regular multi-hazard preparedness planning and specific contingency planning for Zonal Office teams and Programme and Operations sections based on UNICEF guidance and tools and ensure appropriate monitoring of actions to enhance the readiness of UNICEF Somalia Country Office.

4) Ensure leadership in the review and development of Humanitarian Strategic Response Plan as well as the Humanitarian Action for Children Appeal. Ensure timely reporting on implementation through consolidation of contributions to OCHA, UNICEF SitReps, etc.

5) Ensure Work Plans include emergency outputs and indicators aligned to the Core Commitments for Children in Emergencies (CCCs). Support the strengthening of Humanitarian Performance Monitoring in the context of the Office’s overall M&E framework.

6) Ensure the capacity building of UNICEF staff and counterparts on key humanitarian related issues and ensure that the CO is fully abreast of UNICEF’s internal developments and reforms to improve UNICEF’s ability to serve children; ensure timely surge for humanitarian response capacity.

7) Coordinate and support resource mobilization for emergency programmes. Ensure timely and quality contributions of UNICEF-led clusters to funding opportunities (including CERF, CHF, etc.), as well as to donor reporting.

8) Lead UNICEF’s and UNICEF cluster lead inputs in programme criticality exercises.

9) Lead the humanitarian coordination, including the UNICEF-led clusters in accordance with global policy and regional and country operational strategy.

10) Work closely with Deputy Representative and CFOs in developing and implementing core strategies such as resilience, equity, conflict sensitive and risk informed programming. Work closely with RO and Deputy Representative to develop sound approaches to programing in high-risk environments and documentation of lessons learned. Work closely with the Deputy Representative in the development of country-level and emergency-related MOUs and PCAs with partners. In coordination with the cluster coordinators participate with government and NGO partners in the development of strategies, methodologies and identification of new operational approaches for improving programme delivery in emergencies and early recovery.

11) Ensure UNICEF SCO is represented in all interagency emergency-related meetings with partners, UN agencies, humanitarian community (OCHA, HCT, Humanitarian Coordination Forum, ICCWG, etc), CSOs, and bilateral agencies. Maintain regular contact with emergency focal points at RO, HQ and surrounding countries.

To qualify as an advocate for every child you will have…

a) Education: Advanced University Degree in related technical field.

b) Experience: At least ten (10) years of progressively responsible experience at national and international levels in field operations management with strong background in complex humanitarian operations.

c) Language Requirements: Fluency in English and another UN working language as required.
