Org. Setting and Reporting

The Chief Digital Risk Officer is responsible to the Director and CIO, Digital Impact, Technology and Innovation Department.

Responsibilities

Assists the Director in formulating strategies, allocating budgets, and initiating action towards digital risk management agency wide. Leads the Digital Risk Division, providing direct supervision to Information Security Officers, Information Governance and Compliance Officers, and technical supervision to field Information Security Engineers. Develops a risk management and governance framework with policies and solutions for cybersecurity and compliance with a focus on the digital assets of the Agency. Oversees and monitors the implementation of the Agency’s cybersecurity program initiatives, controls and risk responses, including protection against Information Management & Technology (IMT)-related vulnerabilities, stronger identity and access management, the establishment of security policies and procedures, hardened infrastructure defenses, digital forensics and other relevant digital risk practices, while ensuring regulatory compliance. Keeps abreast of new developments and trends concerning enhancement in information security technologies through constant learning and researching; performs periodic digital risk and vulnerability assessments and penetration testing; monitors and audits digital risk controls while measuring results and responding to new risks. Develops plans, policies and strategies for incident response, disaster recovery, operational resiliency and business continuity at both HQ and Field Offices, improving continuity by rapid detection and restoration of services. In collaboration with the Department of Legal Affairs, develops and implements technical controls for data protection to address digital risks. Implements a system for monitoring and enforcing compliance to minimize digital risk. Represents UNRWA in relevant forums and events related to digital risk. Coordinates digital risk collaboration, threat intelligence, incident response and forensic activities with other United Nations organizations, NGOs, host governments and, where necessary, the private sector. Coordinates efforts with internal and external audit entities, as required. Provides support in conducting digital forensic investigations and other related activities that may be initiated by the Department of Internal Oversight Services and the Department of Legal Affairs.

Education

An advanced university degree (Master’s or equivalent) from an accredited educational institution in computer science, information management systems, computer engineering or another related discipline.

Job - Specific Qualification

Relevant certifications related to digital risk, such as Certified Information Security Systems Professional, Certified Cloud Security Professional, Certified Information Security Manager, or GIAC certificates is required. Prince 2 PMI and ITIL advanced-level certifications is desirable. Microsoft cloud certifications is desirable.

Work Experience

At least ten years of progressively responsible and relevant professional experience in IT is required. Five years of work experience in cybersecurity is required. At least three years of hands-on experience in implementing technology solutions for identity and access management, encryption, vulnerability management, endpoint protection, intrusion monitoring, detection, and response is required. Proven managerial-level experience with the UN, private sector, governmental or international organizations is required. Demonstrated experience in defining organizational-level cybersecurity strategies and implementation programmes in at least two positions is required. Proven experience in cloud implementation and cloud migration projects is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution in computer science, information management systems, computer engineering or another related discipline is required.

Languages

Excellent command of written and spoken English.

Type of Contract and duration: 2 years, with the possibility of further extension.
