Org. Setting and Reporting UNRWA, the largest United Nations operation in the Middle East with over 30,000 staff working across five areas of operation, is looking for highly committed personnel wishing to make a change. The incumbent reports to the Director of Infrastructure and Camp Improvement Programme.

Responsibilities Establishes cost and contract management policies, guidelines, procedures and technical instructions related to tender/contract documentation, including form of contract; updates, plans for revision, and supervises/leads revision of the overall ICID's procedures and technical instructions and construction specification; revises and updates the Agency's methods of measurement for construction and maintenance work; makes sure that the Fields apply these methods correctly; participates in preparation of ICID strategy and in the planning of related activities; assists in budget preparation and in the advocacy and fundraising for the Department interventions; contributes to setting key performance indicators for the Department as related to contracts, measurements and costs.

Is responsible for monitoring the Agency’s construction programme and providing expert technical support and guidance to the Fields in the areas of measurement, cost, application of relevant specifications, progress of works, methods of conducting work and contract management; carries out random technical audits of final accounts, compliance with contract and tender documents, Agency supplied materials and variation orders for construction projects; provides expert technical support and guidance to the Fields in the areas of construction management and ensures adherence to the Agency's relevant standards, procedures and best practice; leads the construction audit exercise for UNRWA’s construction and maintenance projects.

Creates Quality Assurance (QA)/Quality Control (QC) measures to ensure financial control of construction and maintenance projects; sets budget norms for construction and maintenance works and checks accuracy of cost estimates; analyses and advises on responses to commercial risks, including contractual claims.

Prepares and supervises the implementation of staff development plans for the engineering involved in construction management staff and as required Agency-wide, conducts training in his/her area of expertise, including relevant software; develops knowledge relevant to contract conditions and their application and trains technical staff thereon Agency-wide; maintains awareness of the different building contracts in current use understanding and application of health and site safety regulations, measures and issues and their implications on health, safety and environment.

Is responsible for reviewing bills of quantities received from the Fields, preparation of tender documents, integrating and coordinating all aspects of design into bills of quantities for projects in Syria, Lebanon, West Bank, Gaza and Jordan Fields; briefs consultants at HQ (A) and in the Fields, as needed, on quantity surveying issues and reviews their final product to ensure adherence to established Agency standards, procedures and practices.

Monitors costs of construction and maintenance Agency-wide; collects data, analyses information and makes guidance and direction to minimize costs and enhance value for money; leads or serves as a member of teams on planning and conducting value engineering studies; provides advice on post occupancy evaluation concerning facilities management, services and life cycle costing.

Analyses and prepares reports on data related to engineering part of awarded contracts for the Fields and HQ (A) and forwards them to the Director of Infrastructure & Camp Improvement for his/her further action; supervises information management vis-à-vis costs and materials, plant, equipment, workmanship, contractors' lists and projects executed Agency-wide; carries out research and decides on suitable software to manage information and produces relevant reports; coordinates and communicates ICID technical comments on contract proposals related to construction and maintenance submitted for Headquarters Committee on Procurement (HCP) approval and provides technical clearance; reviews and makes expert recommendations on areas related to construction management.

Develops and assists the Fields in preparation of project proposals; supports the Fields in cases of emergency in setting up post conflict planning capacity.

Performs other duties as may be assigned by the supervisor.

Education A university degree from an accredited educational institution in civil engineering.

Advanced university degree (Master’s or equivalent) from an accredited educational institution in civil engineering, construction management or project management

Work Experience Ten years of progressively responsible and relevant experience in management and execution of construction projects, five years of which should be in project and contract management and five years at a senior/supervisory level is required.

Special Notice Contract Type: Fixed Term Appointment for 3 years ; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary, Grade 20 Monthly basic salary JD 1462.30 plus special occupation allowance (SOA) of 89.30% of the basic salary (SOA may change from time to time). Other benefits: Other benefits include monthly Provident Fund contribution (15.2% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
