Org. Setting and Reporting This position is located in Kingston, Jamaica in the Executive Office of the Secretary- General. The Chief of the Compliance Assurance and Regulatory Management Unit (CARMU) will report to the Secretary-General through the Chief of Staff.

Purpose Overview The International Seabed Authority is seeking a senior regulatory compliance and risk practitioner experienced in the government regulatory sector and/or the extractive or related industries sector to lead the Authority’s compliance team and act as Chief of CARMU.

The overall purpose of this position is to act as the senior lead for the effective management of contracts relating to activities in the Area and to promote a culture of compliance assurance and sound risk assessment and management by proactively managing regulatory compliance and risk management programmes in line with the Authority’s Strategic Plan and regulatory requirements. The incumbent will be expected to develop a robust and consistent cross-organizational approach to delivering compliance assurance that supports the Authority’s objectives and builds credibility with the Authority’s stakeholder base.

The Chief of CARMU will lead, supervise, and manage the existing staff of CARMU and will also be responsible for developing and implementing a strategic vision for CARMU over the next five years.

Responsibilities -Lead effective management of contracts for activities in the Area, including annual reports, periodic reviews, data submission and other obligations of contractors.

-Develop and maintain a seabed mining registry in line with international best practice.

-Assess the regulatory impact of the regulatory framework on the contractors and the ISA and, in combination with other functional units, lead the development and implementation of the Authority's compliance assurance and risk management framework and culture, through an appropriate programme that demonstrates the effective identification and management of risk and implement effective risk policies, governance, assessments and oversight practices.

-Design a compliance assurance implementation strategy to ensure that the Authority's contractor base complies with their regulatory and contract obligations, regulatory reporting, and regulatory relationship management.

-Manage a robust regulatory reporting programme; manage a comprehensive monitoring and audit programme and evaluate compliance controls; maintain a calendar of compliance obligations and holding workstream owners accountable; managing cross-functional compliance issue management projects.

-Develop guidance and training material for regulated entities and stakeholder base.

-Develop a risk-based non-compliance decision matrix.

-Serve as the primary point of contact for all regulatory compliance matters and build relationships with the contractor base and key stakeholders.

-Prepare and submit timely and accurate regulatory compliance performance reports as required by the Secretary-General or organs of the Authority, including the Council and the Legal and Technical Commission.

-Help owners of regulatory obligations in other teams understand the obligations and standards expected by regulators to build scalable mechanisms and controls.

-Optimize internal workflow processes, including operating procedures and checklists.

-Contribute to the improvement of the organizational performance of ISA.

-Other duties as required.

Education An advanced university degree, Master’s or Doctorate degree, or equivalent in Law, Ocean Studies, Engineering or Business Administration is required.

Work Experience i. Minimum 10 years combined relevant experience in a government regulatory agency, international organization or in-house regulatory compliance role (preferably in the mining sector) is required.

ii. Strong communication skills, including excellent writing ability in English, and the capacity to produce complex technical reports, studies and official documentation, is required.

iii. Relevant professional qualifications in assurance, risk or a related discipline are desirable.

iv. Demonstrated experience and expertise in leading a compliance assurance and risk function (public or private sector) is desirable.

v. Demonstrated experience building quality assurance and compliance programmes and processes is desired.

vi. Experience in building and managing an efficient and effective team is desired.

vii. The ability to work with high-level stakeholders is desired.

viii. Strong negotiation and influencing skills, along with significant technical credibility is desired.

Languages English and French are the working languages of the ISA Secretariat. For the position advertised, fluency in English is required; and knowledge of another official United Nations language is an advantage.
